About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 19 has awarded a three-month Federal Supply Schedule task order to Laboratory Corporation of America (Labcorp) on a sole-source basis, with a total contract value of $880,000, under delivery/task order number 36C25926F0235 and award number V797D-50532.
The justification cites GSAR 538.7104-3(b)(iii), economy and efficiency, as a logical follow-on to the original FSS BPA 36C25925A0020. Labcorp is furnishing reference laboratory testing services to maintain continuity of operations while the VA develops and executes a new long-term multiple-award procurement. Testing volume increased substantially from 2025 to 2026 and exceeded existing blanket purchase agreement scope, which expired in March 2026. The contracting officer determined that Labcorp's more extensive test list compared to competitors ARUP and Quest makes it the sole viable source for the bridge period. Services include courier pickup of patient samples, CLIA-approved laboratory testing on FDA-approved instrumentation, return of diagnostic test results, and span 13 special item number categories under SIN 621 (anatomic pathology, clinical chemistry, cytogenetics, cytology, clinical drugs of abuse and toxicology, endocrinology, hematology, hemostasis, immunology, microbiology, organ or disease-oriented panels, serology, and urinalysis). Place of performance covers VA Oklahoma City Health Care System and VA Salt Lake City Health Care System. Award date was August 24, 2026. A new five-year multiple-award FSS-RFQ is in presolicitation review and will be competed to restore full competition for future requirements.
