About this opportunity

The Department of the Army Materiel Command Contracting Command Detroit Arsenal issued this sole-source bridge contract justification for the continued operation and maintenance of Trojan Information Technology (IT) networks and systems supporting critical military communication networks including NIPRNet, SIPRNet, JWICS, NSAnet, IBCNet, CENTRIX, BISES, and Stoneghost across Continental United States (CONUS) and Outside Continental United States (OCONUS) locations. Amentum Technology Inc., a large business contractor located in Tullahoma, Tennessee, was awarded the contract on March 29, 2026, based on the justification that it is the sole source capable of providing uninterrupted services without acceptable delays, citing five years of successful performance, active TS/SCI security clearances held by contractor personnel, and critical knowledge of INSCOM's specific operational requirements. The 12-month bridge contract spans from March 29, 2026, through March 28, 2027, under a Cost-Plus Fixed Fee structure with no fee applied to travel and other direct costs, with the estimated total cost redacted from public disclosure and funding provided through Army Operations and Maintenance Fiscal Year 2026 appropriations. The justification was necessitated by two unforeseen delays: a strategic shift in procurement authority from the General Services Administration to Army Contracting Command-Detroit Arsenal in June 2025 and a government appropriations lapse that interrupted contract award progress. Concurrent with this bridge award, the government is pursuing a competitive follow-on contract through fair opportunity procedures among CHESS ITES-3S Multiple Award IDIQ contractors, with market research conducted among 81 vendors initially and 48 respondents including numerous small businesses.
