About this file

This is a FAR Part 6 Justification and Approval document for other than full and open competition (sole-source bridge contract).

The Army Contracting Command–Detroit Arsenal (ACC-DTA) seeks approval for a 12-month sole-source bridge contract with Amentum Technology Inc. (Cage Code: 07486, located in Tullahoma, TN) to continue operation and maintenance of Trojan Information Technology (IT) networks and systems at locations in the Continental United States (CONUS) and outside the Continental United States (OCONUS) for the U.S. Army Intelligence and Security Command (INSCOM). The current task order under contract W52P1J-18-DA095 expires March 28, 2026, with the proposed bridge contract Period of Performance spanning March 29, 2026 through March 28, 2027. The contract type is Cost-Plus Fixed Fee (CPFF) for labor with no fee for Travel and Other Direct Costs (ODCs). The estimated total cost is redacted but funding will be provided through Army Operations and Maintenance (OMA) Fiscal Year 2026 funds. The justification cites two unforeseen delays: a necessary revision to the acquisition strategy (shifting from General Services Administration to ACC-DTA as procuring office in June 2025) and a government appropriations lapse that halted contract award progress. Amentum is identified as the only source capable of providing uninterrupted services due to its five years of successful performance, possession of active TS/SCI security clearances by contractor personnel, familiarity with INSCOM's specific operational requirements, and critical knowledge of existing systems. ACC-DTA conducted extensive market research through RFIs posted to GSA, SAM.Gov, and CHESS ITES-3S (the mandatory source for commercial IT purchases), receiving responses from 81 to 48 vendors including numerous small businesses, but concluded that only Amentum can meet requirements without unacceptable service delays. The Government is concurrently pursuing a competitive follow-on contract using fair opportunity procedures among CHESS ITES-3S Multiple Award IDIQ contractors, with notices required by FAR 5.201 to be published and proposals evaluated accordingly. Amentum Technology Inc., classified as a Large Business, is required to submit a small business subcontracting plan per FAR 19.704. Historical procurement data shows four recent contracts: two competitive awards under the INSCOM OMNIBUS Multiple Award IDIQ contracts (2012–2015 and 2015–2018), one sole-source bridge contract under FAR 6.302-2 (2018–2020), and the current competitive CHESS ITES-3 IDIQ contract (2020–2026). No protests have been received regarding prior contract actions.

a. Effective competition: For the reasons cited in Section 5 above, the Government has not made an effort to obtain competition for the 12-month bridge. However, a competitive contract to be awarded by ACC-DTA is currently in process.

Accordingly, the Government intends to solicit the incumbent, Amentum, on a sole-source basis for this proposed extension for the following reasons: Amentum is currently performing the requirements and is the only source with the requisite training, knowledge and experience to provide technical support to the INSCOM.

Amentum is the only source capable of performing the required services without a disruption in operations; therefore, ACC-DTA will only solicit Amentum for this effort to prevent a break in service or an unacceptable delay to the Government.

ACC-DTA is actively working on a competitive follow-on action amongst the CHESS ITES-3S MA IDIQ contractors. The Contracting Officer will publish the notices required by FAR 5.201 and any bids or proposals received will be evaluated accordingly and considered.

b. Subcontracting competition: Amentum Technology, Inc. is a Large Business and is required to submit a small business subcontracting plan IAW FAR 19.704.

7. Actions to Increase Competition: ACC-DTA is competing the follow-on requirement using fair opportunity procedures among the contractors on the CHESS ITES-3S IDIQ. This schedule allows sufficient time for a thorough evaluation of proposals and selection of the most qualified contractor.

8. Market Research: ACC-DTA posted a Request for Information (RFI) to GSA on 14 June 2024 and received the following responses: 81 total responses to include 65 Small Business Responses. ACC-DTA posted an RFI to SAM.Gov on 9 August 2024 and received the following responses: 23 total responses to include 20 Small Business responses. ACC-DTA posted an RFI to CHESS ITES 3S (Mandatory Source for commercial IT hardware and software purchases IAW AFARS 5139.101-

90) on 19 December 2024 and received the following responses: 44 total responses to include 5 Small Business responses. The Requirements Office also conducted its own market research on 7 May 2024, researching existing IDIQs through GSA Schedules, CHESS ITES-3S, NAVAL SEWP V, NITAAC CIO-SP3, DIA SITE III and GSA 8(a) STARS III contracts. Market research indicates adequate vendors in CHESS ITES-3S, DIA SITE III and GSA 8(a) STARS III.

As a result of the pause in the requirement development that occurred between April 2025 – June 2025, ACC-DTA performed additional Market Research to determine if services existed in the commercial market to satisfy the agency’s needs. IAW FAR Part 10, ACC-DTA posted another RFI to GSA on 27 August 2025 and received the following responses: 48 total responses to include 38 Small Business responses. On 27 August 2025, ACC-DTA posted a RFI to SAM.Gov and received the following responses: 12 total responses to include11 Small Business responses. On 28 August 2025, ACC-DTA posted an RFI to CHESS ITES 3S and received the following response: 41 total responses to include nine Small Business

In conclusion, while the market research indicates that there are potentially other capable sources, the only strategy to ensure continuity of services is to retain Amentum as the same contractor and avoid a break in service. Only Amentum has the expertise, resources, active Common Access Cards, and critical knowledge of systems operations capable of meeting this requirement without an unacceptable delay or break in of these critical Government services. Based on market research, the Government anticipates obtaining adequate competition for the competitive follow-on action.

9. Interested Sources: As discussed above in Section 8, multiple sources expressed interest in the Trojan NetOps requirement; however, ACC-DTA has not identified any sources other than Amentum that can meet the Government's current requirements without an unacceptable delay in critical services.

10. Other Facts: Amentum has successfully delivered the required capabilities for over five consecutive years. Their extensive experience and ability to continue services without interruption will prevent delays that could arise from the limited time available for another contractor to fully mobilize.

Amentum can provide uninterrupted services for several reasons. Their technical expertise ensures they possess the necessary knowledge and skills to effectively support INSCOM's operations. Additionally, their contractor personnel hold active TS/SCI security clearances, which are essential for accessing sensitive information and maintaining compliance with security protocols. This is particularly crucial for operations that require a high level of confidentiality and integrity.

Moreover, Amentum's familiarity with INSCOM's specific operational requirements and procedures enables them to integrate seamlessly into ongoing projects, eliminating the learning curve that a new vendor would face. This existing knowledge base allows Amentum to respond quickly to operational needs or challenges as they arise.

Retaining Amentum significantly reduces the risks associated with transitioning to a new vendor under a tight timeline, as shifting to a different contractor could lead to delays, operational disruptions, and potential security vulnerabilities. Therefore, it is essential to keep Amentum as the service provider for the Trojan NetOps Bridge effort to ensure the continuity and effectiveness of INSCOM's mission-critical operations until a follow-on requirement can be competitively awarded with an appropriate transition period.
