About this opportunity
The Centers for Medicare and Medicaid Services (CMS) published this Limited/Sole Source Justification Notice for a Health Care Fraud Prevention Outreach and Education Campaign task order that requires an exception to fair opportunity procedures. The justification covers technical professional services for developing, executing, and assessing a national, multi-media campaign designed to prevent and reduce fraud, waste, and abuse in the Medicare program. The exception to fair opportunity is specifically needed because CMS is adding a new Option Period 3 that extends the performance period beyond what was originally awarded under contract 75FCMC18D0045. The contract was originally awarded to Porter Novelli Public Services Inc. on August 20, 2025, with the base year contract value of $6,997,951.11 and additional optional tasks valued at $4,999,153.18 and $2,998,939.76 respectively. The original contract structure included a base year running from July 6, 2022 to July 5, 2023, plus two potential option years, all structured on a Time and Materials basis for advertising agency and professional communications support services.
Notice text
The attached justification for an exception to fair opportunity is posted within 14 days of award. The purpose of this Task Order is to obtain technical professional services to assist with the development, execution, and assessment of a national, multi-media “Health Care Fraud Prevention Outreach and Education Campaign.” The national campaign is designed to prevent and reduce fraud, waste, and abuse in the Medicare program.
This Justification seeks to provide justification for an Exception to Fair Opportunity for the addition of a new Option Period 3.
Because this modification introduces a new period of performance beyond what was originally awarded, a justification for an exception to fair opportunity under FAR 16.505(b)(2) is required.
Awarded contract 75FCMC18D0045 to unknown vendor for unknown amount on 2025-08-20.
