About this opportunity
United States Special Operations Command (USSOCOM) seeks Program Management Office Support Services (PMOSS) to support its J6 directorate, with proposals due July 8, 2026 at 2:00 PM EDT. The procurement is a competitive 8(a) set-aside, and Amendment 0002 (issued July 7) incorporates revised Evaluation Procedures (Attachment 5, Rev 2) updating Section M.2.1 without extending the proposal deadline.
Place of performance includes MacDill Air Force Base (HQ USSOCOM), Fort Bragg (USASOC), Coronado (NAVSOC), Hurlburt Field (AFSOC), and Camp Lejeune (MARSOC), Florida, North Carolina, and California. The contractor shall provide program management, strategic resource planning, budget execution, technical assessment, acquisition management, and architecture framework support across USSOCOM headquarters, component commands, and theater special operations commands.
Security requirements mandate a Top Secret facility clearance (DSS-accredited), active CMMC Level 2 certification (C3PAO or self-assessment), and Top Secret clearances for on-site personnel. Contractor personnel may access Sensitive Compartmented Information (SCI), Special Access Program (SAP) information, NATO information, Foreign Government Information (FGI), Controlled Unclassified Information (CUI), and other restricted categories. Personnel requiring administrative network access must hold applicable DoD 8570/8140 certifications. The contract includes a mandatory 60-day transition-in period with the Program Manager (Key Personnel) on site by day 15 and 100 percent qualified personnel by day 45.
The Government intends to award a five-year firm-fixed-price IDIQ contract with a guaranteed minimum of $1,000,000 obligated at award and a five-year maximum of $64,000,000. Ordering periods span September 21, 2026 through September 20, 2031. Thirteen labor categories are priced across the five locations; the price matrix includes estimated hours and travel reimbursement capped at allocated funding.
Historical effort involved over 40 FTEs across geographically dispersed locations under the previous 8(a) contract (H9240421D0001). Proposals must demonstrate at least 30 FTEs, at least three geographically dispersed locations, and past performance with Department of War or USSOCOM contracts where at least 75 percent of positions were Top Secret with SCI. At least two of three past performance citations must be from the prime offeror. Offerors must disclose all current USSOCOM prime contracts and confirm they and their affiliates will not hold prime USSOCOM contracts where J6, G6, N6, or similar ITMO serves as customer during performance.
Evaluation uses a best-value tradeoff methodology across four factors: Compliance (Acceptable/Unacceptable gate; disqualifies non-conforming proposals), Technical Management (Color/Risk Rating: Blue/Outstanding through Red/Unacceptable, assessed via five non-rated elements on management approach, transition and mission continuity, staffing, retention, and staffing experience), Past Performance (Confidence Rating from Substantial through No Confidence; Limited or No Confidence renders offerors ineligible), and Price (Total Evaluated Price). Technical Management is more important than Past Performance; both combined are significantly more important than Price. The Government intends to award without discussions but reserves the right to conduct discussions and establish a competitive range if necessary. The Source Selection Authority may award to a higher-rated, higher-priced offeror.
Proposals must include a cover letter, four volumes (Compliance, Technical Proposal capped at 20 pages excluding resumes, Past Performance capped at 5 pages excluding templates with maximum three citations, and Price), and acknowledgment of all amendments. All documents must be in Microsoft Word or searchable PDF (price spreadsheets in Excel) with 11-point Times New Roman font, one-inch margins, and single-line spacing. Submit electronically to Regina Farrell, Contracting Officer (regina.farrell@socom.mil); classified documents via DoD SAFE. Funding is not currently available; an award will not be made unless certified funding becomes available before contract execution. The NAICS code is 541519 (Other Computer Related Services); PSC is DF01 (IT Management Support Services—Labor).
