About this file
This is a Past Performance Information (PPI) template for the J6 Program Management Office Support Services (PMOSS) RFP H92415-26-R-E002 issued by United States Special Operations Command (USSOCOM). Offerors must complete Part 1 of the form to identify relevant past performance citations, including contracting and technical points of contact, contract identification details, period of performance, security requirements, and total contract values. The form must be submitted as part of Volume III of the proposal and simultaneously sent to the identified government POCs and USSOCOM Contract POC Regina Farrell at regina.farrell@socom.mil by the proposal due date, with the email subject line indicating "J6 PMOSS RFP - PPI Submission for [Offeror Name]."
Part 2 of the form requires completion by the government POCs identified by the offeror and must be returned separately to USSOCOM. Evaluators assess contractor performance across nine criteria using a five-point rating scale (Excellent, Very Good, Satisfactory, Marginal, or Unsatisfactory), including compliance with SOW and specifications, schedule adherence, personnel recruitment and retention, security clearance onboarding, problem identification and resolution, working relationships, subcontractor management, technical expertise, and overall performance. Narrative comments are mandatory for Excellent or Unsatisfactory ratings. This PPI assessment directly supports USSOCOM's evaluation of offerors' demonstrated capability to provide IT program support, strategic planning, quality assurance, budget execution, and technical assessment services essential to J6 operations.
