About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 is seeking an experienced vendor to provide maintenance and repair services for kitchen equipment at the Cleveland VA Medical Center (Wade Park Campus). This is a multi-year contract consisting of a base year from February 1, 2025 through January 31, 2026, with four one-year option periods. The contractor will be responsible for providing all labor, transportation, equipment, testing equipment, control equipment, supervision, and expertise necessary to maintain and provide monthly preventive maintenance on the facility's kitchen equipment, including dishwashers, steam tables, pulpers, pot and pan washers, dehydrators, electric steam kettles, and combi-therm ovens. Responses to the Request for Quotation must be received by 3:00 PM EST on November 29, 2024.
The contract is not designated for any small business set-asides, and the incumbent contractor is Riptide Softwash under Contract 36C25024P1517. The government has not provided estimated award values or budget ranges, but the contractor must have at least 10 years of experience providing maintenance of institutional/industrial kitchen equipment and be able to respond to emergency service calls within 4 hours. Please confirm VA wants all 57 pieces of equipment PM d monthly; that s more than most manufacturers recommend but can be done. And other parts of the solicitation reference quarterly. Contractor needs to submit these costs in their pricing if necessary to meet the service that is being required.
Could you confirm if the frequency of preventive maintenance is strictly monthly for all equipment, or if quarterly servicing may be acceptable for certain items?
Answer: Service shall be performed monthly, not to exceed 45 days between service.
Are there specific requirements regarding the format and details expected in the preventive maintenance logs and quarterly reports submitted to the COR?
Answer: The awarded contractor will work with the COR regarding the submission of preventative maintenance logs and quarterly reports
Should emergency service costs be itemized separately in the pricing sheet, or should they be included within the overall maintenance costs?
Answer: Overall maintenance costs for each year is the easiest way to submit pricing
Is there flexibility in the 10-year experience requirement for subcontractors, or must each subcontractor independently meet this criterion?
Answer: Any subcontractor that is potentially utilized needs to meet the requirements of the SOW. They need to have the min of 10 years experience for a modern kitchen.

This is not a solicitation announcement. This is a source sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (service-disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) relative to NACIS 811310 (size standard of 500 employees). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. Responses to this source sought synopsis are not considered adequate responses to the solicitation announcement.
All interested offerors must respond to the solicitation announcement in addition to responding to this source sought announcement. The Cleveland VA Medical Center (Wade Park Campus) is looking for an experienced vendor that will maintain and repair dish washers, steam tables, pulpers, Pot and pan washer, Dehydrator, electric steam kettles, Combi-Therm Ovens. This will be a multi-year contract (Base Year Plus Four Option Years). The Base Year will be from 2-1-2025 through 1-31-2024.
Response to this notice should include a capability statement, and three (3) customer references to which you have provided similar services for. Responses should also include company name, address, point of contact, size of business pursuant to the following questions: (1) Is this product or service available under a federal supply schedule (GSA)? If yes, please provide the contract number. (2) Do you manufacture or directly provide these services? If teaming please provide a copy of your teaming agreement. If subcontracting please include the name of the subcontractor. (3) Is your business large or small? (4) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (5) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act. (6) Is your firm a certified hub zone firm?
