About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration, specifically Veterans Integrated Service Network 1, has issued a Special Notice announcing its intent to negotiate a sole source contract with BD Biosciences for preventative maintenance and service of a BD FACSAria Fusion 4 Laser System. The procurement will take place at the VA Boston Healthcare System's West Roxbury Campus and is based on the determination that BD Biosciences is the only responsible source capable of meeting the agency's requirements. The notice is being published under solicitation number 36C24125Q0250 and falls within the Analytical Laboratory Instrument Manufacturing NAICS category (334516). The contract will involve proprietary parts and labor for maintaining existing laboratory equipment, with BD Biosciences located in San Jose, CA, identified as the sole source provider. The procurement action is being conducted under Federal Acquisition Regulation (FAR) 6.302.1-1, which allows for sole source procurement when only one source can satisfy agency requirements.
The primary objective of this Special Notice is to provide transparency regarding the VA's intent to award a sole source contract for specialized laboratory equipment maintenance. Interested parties may submit responses or inquiries to Contract Specialist Shannon Haberern via email at shannon.haberern@va.gov by February 10, 2025, at 23:59 EST. While this is not a competitive solicitation or request for quotes, the contracting officer retains discretion to consider competitive procurement based on responses received. The contract is classified under Product Service Code (PSC) J066 for maintenance, repair, and rebuilding of laboratory instruments and equipment. Contractor eligibility is implicitly limited, as the notice specifically identifies BD Biosciences as the sole source provider. The size standard for this procurement is set at 1000 employees, and the total contract value is not explicitly stated in the notice. Potential respondents should carefully review the notice and understand that the contracting officer has sole discretion in determining whether to pursue a competitive procurement process.
