About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN) 17 has published a Special Notice announcing its intent to award a sole-source, firm-fixed price, single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Cepheid. This notice pertains to the procurement of GeneXpert Analyzer maintenance and repair services, including modules, reagents, and maintenance support for the Pathology and Laboratory Medicine Service across multiple VA healthcare systems. The solicitation number is 36C25726Q0147, and the notice was posted on December 1, 2025. The procurement covers six line items spanning service locations in El Paso, South Texas, Central Texas, Big Spring, Amarillo, and Valley Coastal Bend, with service periods ranging from one to four years. This is a civilian procurement by the VA's Network Contracting Office 17.
The primary objective of this Special Notice is to notify the contracting community of the VA's intent to proceed with a sole-source award to Cepheid while allowing interested parties to submit alternative proposals that may demonstrate comparable or more advantageous capabilities. Contractors wishing to challenge this procurement must submit a capability statement, proposal, or quotation by email to the designated point of contact, referencing solicitation number 36C25726Q0147, with a deadline of December 10, 2025. The VA will only consider proposals that demonstrate the availability of a comparable source offering more advantageous terms to the government; if no affirmative response is received within the 10-calendar-day window, the contract will be issued to Cepheid without further notice. Eligibility is open to all responsible sources capable of providing equivalent GeneXpert analyzer maintenance and service agreements. The sole-source procurement is authorized under 41 U.S.C. 3304(a)(1) and 41 U.S.C. 1901, which permit other than full and open competition under specific circumstances.
