About this opportunity

Veterans Integrated Service Network 17 is soliciting urinalysis CPRR (Comprehensive Panel Reference Range) patient queuing system solutions for VA El Paso Healthcare System across seven locations, with responses due May 29, 2026 at 3:00 PM Eastern Time. A NAICS code appeal has been filed and the offer closing date is stayed pending Office of Hearings and Appeals decision; vendors must acknowledge Amendment 0001 issued May 19, 2026.

This is a Total Small Business Set-Aside (NAICS 541519, 150-employee size standard), issued as a combined synopsis/RFQ under FAR 12.202 with no written solicitation to follow. The place of performance is VA El Paso Healthcare System Laboratory, 5001 N. Piedras Street, El Paso, Texas 79930. The contract is firm-fixed-price with a base year (July 1, 2026–June 30, 2027) and four option years (through June 30, 2031).

The system must provide web-based functionality with bidirectional real-time communication to CPRS/VistA, queue-by-number operations, electronic laboratory order tracking, no-show documentation, and real-time data capture. The contractor must comply with VA security standards, FISMA requirements, Section 508 accessibility, and comprehensive cybersecurity controls. Service response within one hour is mandatory, with five-day-per-week support (7:00 a.m.–4:30 p.m. Mountain Standard Time) and 24-hour telephone technical assistance. The contractor must maintain an existing Business Associate Agreement at time of award.

Base year requirements include software licensing with maintenance, application remote support, technical installation, staff training, project management, customer support, LED displays, hardware support, and travel per diem. Option years include software licensing, project management, remote support, training, customer support, hardware support, and travel.

Evaluation criteria are technical acceptability, past performance, and price. Inquiries are due May 18, 2026 at 10:00 AM Eastern Time to Contracting Officer Delphia Schoenfeld (delphia.schoenfeld@va.gov).
