About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 published a Special Notice of Intent on April 15, 2026, announcing a proposed sole source firm fixed price contract for IVIS Lumina S5 Maintenance Services to support the Iowa City VA Healthcare System. The notice is issued in accordance with Federal Acquisition Regulation 5.101(a)(1) and identifies Revvity Health Sciences, Inc as the sole contractor capable of providing the required maintenance and support services for the IVIS Lumina S5 Imaging System. The procurement is classified under NAICS code 334516 and Product Service Code J066. The authority for this sole source procurement is 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1, which permits contracting without competition when only one source can satisfy agency requirements. Market research confirmed that Revvity Health Sciences, Inc is the only company with the capability to maintain and support this specific imaging system.
Although this notice does not constitute a formal solicitation, interested vendors may submit capability statements by April 27, 2026 at 1:00 PM Central Time to demonstrate their ability to provide maintenance services, including documentation from Revvity Health Sciences, Inc authorizing them as an authorized reseller, dealer, or third party. Submissions must be directed via email to Contracting Officer Emanuel Nevarez at emanuel.nevarez@va.gov with the contract reference number and project title in the subject line; phone calls are not permitted. The contract period of performance runs from July 1, 2026 through June 30, 2027, with two optional renewal periods, and requires the contractor to deliver the Revvity "Signature" Service plan encompassing annual preventative maintenance, priority remote support during business hours, unlimited repairs, and emergency on-site repairs with a three-business-day response requirement. All service work must utilize Original Equipment Manufacturer parts, be performed by factory-trained representatives with minimum two years of experience, and include comprehensive service documentation provided to the agency within five to ten days of completion. The agency will review all capability statements solely to determine whether to conduct a competitive procurement rather than award the contract as proposed to Revvity Health Sciences, Inc.
