About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 19 is soliciting a firm-fixed price IDIQ contract for preventive maintenance, corrective maintenance, and technical support of eye laser and cryostat equipment at Montana VA facilities, with proposals due September 9, 2026, and questions due September 2, 2026. The solicitation is unrestricted following removal of the Small Business set-aside in Amendment 0004 posted September 2, 2026.
Place of performance includes Fort Harrison VA Medical Center at 3687 Veterans Drive, Fort Harrison, MT 59636–1500, and Benjamin Charles Steele VA Clinic at 1766 Majestic Lane, Billings, MT 59102. The contract covers five pieces of equipment: two Alcon Centurian Vision Systems, one Lumenis Selecta Trio Laser, and two Leica CM1860 Cryostats. Contract period runs September 1, 2026, through August 31, 2031 (five years with annual ordering periods).
The contractor must provide OEM-trained technicians, conduct one preventive maintenance visit per equipment item annually with service reports submitted within 15 calendar days, respond to unscheduled service calls within two business hours during support hours (8:00 AM–4:30 PM Monday–Friday, excluding Federal Holidays), and provide 24/7/365 emergency remote support with onsite emergency response within 48 hours. All replacement parts must be new OEM parts; the contractor bears all parts coverage except consumables, items damaged by customer misuse, environmental damage, and upgrades. Performance standards require 100% compliance with SOW and OEM specifications, 95% equipment uptime, and 90% timely communication and post-visit reporting.
NAICS code 811210, PSC J066. Evaluation uses simplified acquisition procedures weighing non-price capability and past performance against price, with award to the responsible offeror offering lowest-priced conforming quote. Offerors must submit capability documentation, completed price schedule, up to three past performance references, and VAAR 852.219-75 certificate of compliance. Service Contract Act wage determinations apply for Yellowstone and Lewis and Clark counties. Prime contractors must maintain a Small Business Subcontracting Plan.
