About this file

This is a Combined Synopsis/Solicitation (RFQ) for Eye Lasers and Cryostats Services issued by the Department of Veterans Affairs Network Contracting Office 19 (NCO 19) supporting the Montana VA Health Care System. The solicitation seeks firm-fixed price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract services for preventive maintenance, corrective maintenance, and technical support for five pieces of equipment: two Alcon Centurian Vision Systems, one Lumenis Selecta Trio Laser, and two Leica CM1860 Cryostats located at Fort Harrison VA Medical Center and Billings VA Clinic in Montana. The contract period runs from September 1, 2026 through August 31, 2031 (60 months), with task orders issued at a minimum of once per ordering period. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a NAICS code of 811210 (Medical and surgical equipment repair and maintenance services) and small business size standard of $34 million. Proposals are due July 31, 2026 at 10:00 AM Mountain Time via email to Contract Specialist Christine Jarvis at christine.jarvis@va.gov. All questions must be submitted by July 24, 2026 at 10:00 AM Mountain Time.

The contractor must provide OEM-trained technicians, conduct one preventive maintenance visit per equipment item annually, respond to service calls within two business hours, provide telephone support 8:00 AM to 4:30 PM Monday-Friday local time excluding federal holidays, supply all replacement parts (excluding consumables and accessories), and submit detailed service reports electronically within three business days of work completion. The Statement of Work specifies that the contractor assumes all costs for labor, travel, diagnostics, parts, and technical expertise; is responsible for all disposal charges; and must maintain equipment per OEM specifications including calibration and electrical safety. Evaluation uses simplified acquisition procedures with two factors: non-price capability and past performance, and price. Offerors must submit four volumes: capability documentation demonstrating SOW compliance and preventive maintenance manual provision, completed price schedule (Attachment 1), maximum three relevant past performance references, and completion of VAAR 852.219-75 Certificate of Compliance (Attachment 2). The government reserves the right to evaluate offers without discussions and will award to the responsible offeror with the lowest-priced conforming quote whose capability meets requirements and past performance is satisfactory.

XIII. The provision at 52.212-2 Evaluation – Commercial Items applies to this acquisition.

Addendum to 52.212-2 EVALUATION—SIMPLIFIED ACQUISITION PROCEDURES

(a) Basis of Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will evaluate offers based on price and other factors. Evaluation of quotes will be conducted utilizing Simplified Acquisition Procedures in accordance with RFO 52.212-2 Evaluation of Quotations or Offers, using two (2) factor evaluation. Two (2) factor evaluation is the side by side pairwise comparison of quotes on price and non-price factors resulting in a Contracting Officer decision for the quote most beneficial to the Government. The Government reserves the right to consider a quotation other than the lowest price. Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides a benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each offer must meet the requirements of the solicitation to be considered for evaluation.

Please read each section below carefully for the submittals and information required as part of the evaluation. Offers missing the requested information below, as well as the items listed in the Addendum to FAR 52.212-1, Instructions to Offerors, shall be considered non-compliant and may be removed from the evaluation process.

a. Non price Factor: Capability - Offeror shall provide documentation of the clear capability to provide all products/services included in the PWS/SOW.

b. Price: The Government will evaluate the price schedule submitted by each offeror. Contractors shall submit Attachment 1 – Price Schedule. Firm fixed unit pricing shall include all labor, overhead, profit, materials, and associated costs of the like to provide product/services.

1. Pricing shall not be handwritten on Attachment 1 – Price Schedule to ensure pricing is legible.

2. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.

c. Past Performance - The quote shall include three (3) relevant past performances references with their offer. The Government reserves the right to obtain past performance information from any available source and may contact customers other than those identified by the Offeror when evaluating past performance. If an offeror has no record of relevant past performance record or if information is not available, they will not be rated favorably or unfavorably.

(b) Options - The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.

(c) Evaluation Process: The government anticipates selecting the best suited contractor from initial responses, without engaging in exchanges with contractors. Contractors are strongly encouraged to submit their “best price” in response to this RFQ. Once the government determines the contractor that is the best‐suited (i.e., the apparent successful contractor), the government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize a task order with that contractor. These issues may include capability, price and past performance but will not include relaxing the Government’s requirement or the basis on which offerors proposed. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the government, the government reserves the right to communicate with the next best‐suited contractor based on the original analysis and address any remaining issues.

(d) Acceptance of Offer. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of Provision)

EVALUATION APPROACH: In addition to information provided by FAR Provision 52.212-2 Evaluation- Commercial Items, the following evaluation approach will be used:

For each proposal received, the Government will evaluate the following:

· Non-price factor: Capability

· Price Factor: Price

· Non-price factor: Past Performance Quotes will be evaluated in the following manner:

1. The lowest-priced quote will be identified and evaluated to determine if the quoted price exceeds the amount of funding available for the procurement.

2. If the quoted price does not exceed the amount of funding available for the procurement, the quoted price will be evaluated to determine if it is reasonable.

3. The contracting officer will then determine if the successful offeror is responsible in compliance with Federal Acquisition Regulations RFO 9.105-2.

4. If the quoted price is found to be reasonable and the offer is determined to be responsible, the non-price factors Capability and Past Performance will be evaluated.

5. If the Contractor Capability will meet the need of the government and the Past Performance is “Satisfactory” the responsible offeror who submitted the lowest-priced quote will be identified as the “successful offeror.”

6. If contract award cannot be made to the successful offeror, the contracting officer will evaluate the next lowest-priced quote following the procedures described above.

7. This process will continue until a contract award can be made, or the contracting officer determines that no contract award can be made.

The contracting officer may find all quotes not acceptable and cancel the solicitation if the lowest-priced quote exceeds the amount of funding available for the procurement. The contracting officer may likewise find a quote under evaluation, as well as all remaining quotes, not acceptable and cancel the solicitation if the quote currently under evaluation exceeds the amount of funding available for the procurement. The Government intends to evaluate quotes and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions at any time if determined by the contracting officer to be in the Government’s interest.

XIV. RFO 52.212-4 – CONTRACT TERMS AND CONDITIONS – COMMERCIAL ITEMS - applies to this requirement. Any inconsistencies in this solicitation or contract shall be resolved by giving precedence IAW RFO 52.212-4(r). By submitting a quote, the offeror understands that quotes will not be referenced in 1449 and clauses incorporated in the solicitation will dictate the contract. All offerors shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under the contract IAW RFO 52.212-4(q). The Government reserves the right to deny requests for clause changes that are not included in this solicitation should the request be inconsistent with the RFO or VAAR.

XV. The following RFO clauses are incorporated by reference:

Clauses that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.

The following clauses are incorporated into 52.212-4 as an addendum to this contract:
