About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 seeks ScriptPro Remote Access Server software, licensing, installation, and one year of support services for the Eastern Colorado Health Care System, with quotes due September 9, 2026, at 2:00 PM Mountain Time and questions due September 4 at 12:00 PM MT. This is a sole-source procurement restricted to ScriptPro authorized dealers.

Place of performance is Aurora, Colorado, with work at Rocky Mountain Regional VAMC and Colorado Springs VA Clinic. The solicitation requires offerors to hold current OEM authorization verified by manufacturer letter; remanufactured and gray market items are not acceptable. No other remote access solution is compatible with the existing ScriptPro pharmacy automation infrastructure due to proprietary communication protocols and integrated workflow controls. Market research confirmed ScriptPro and its authorized distributor, Veterans Healthcare Supply Solutions, are the only authorized vendors.

The requirement includes inbound access to WMS software, RAS device license packages for 5 devices at Rocky Mountain Regional and 12 devices at Colorado Springs, installation services, monthly server support, monthly device license package support, and endpoint security. The system must support up to 15 concurrent sessions at each location. Installation must be manufacturer-certified and performed by personnel with minimum two years of relevant experience, completed within 90 days of award during off-hours. All contractor personnel must meet VA security requirements and comply with VA sensitive information protocols. Comprehensive onsite training in technical, operational, administrative, and troubleshooting components is required during normal business hours with competency assessments. The contractor shall provide a one-year manufacturer's warranty covering parts, labor, travel, and shipping; any system downtime exceeding 24 hours triggers warranty extension.

The procurement is NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance) with a small business size standard of $34 million. Evaluation is based on technical capability, price, and OEM certification. The contract is firm fixed price on an all-or-nothing basis, with four additional one-year option periods available. Service Contract Labor Standards apply.
