The procurement, identified as solicitation number 36C24826Q0333, is designated as sole-source under FAR 8.405-6(a)(1)(i)(B) based on the determination that only Philips North America, LLC possesses the authorization and capability to maintain the specialized equipment required. The notice was posted on February 12, 2026, and does not constitute a request for competitive bids. This Special Notice invites any interested contractors who believe they can provide comparable maintenance services to submit written evidence of their capabilities by the established deadline.

The objective of this Special Notice is to provide potential contractors with an opportunity to challenge the sole-source determination by demonstrating their capability to perform maintenance and support services for three specialized interventional imaging systems: Intrasight 5, Volcano COREMobile System, and Volcano SyncVision. Interested businesses must submit written notice to Contract Specialist John Quijada Jr at john.quijadajr@va.gov no later than February 19, 2026, at 12:00 PM Eastern Time, accompanied by detailed supporting evidence of their ability to comply with the maintenance requirements. The contractor selected will be responsible for furnishing labor, parts, supplies, and equipment necessary for both scheduled and unscheduled maintenance as well as periodic preventive maintenance inspections. The applicable NAICS code is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a small business size standard of $34 million. The Government reserves sole discretion in determining whether to compete the acquisition based on the responses received; submission of a response does not guarantee reconsideration of the sole-source award decision.
