About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 10, issued a Special Notice on March 25, 2026, for preventative maintenance and support services of the UroNav DynaCad 5 System at the John D. Dingell Veterans Affairs Medical Center in Detroit, Michigan. This is a firm fixed-price service contract solicitation under NAICS Code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34.0 million. The VA intends to award the contract on a sole-source basis to Philips Healthcare, citing the proprietary nature of the hardware, software, and firmware as justification under FAR 6.302.1. The procurement covers maintenance of advanced diagnostic imaging and biopsy equipment critical to the medical center's operations. This Special Notice invites responses from other potential contractors who believe they can demonstrate clear and convincing evidence that competition would be advantageous to the Government.
The objective of this procurement is to secure comprehensive maintenance and support services for the UroNav DynaCad 5 System, including immediate remote technical support, on-site training, software tune-up and upgrades, parts and factory repair labor, equipment transportation, and next-day delivery of replacement parts. Contractors must submit responses demonstrating clear and convincing evidence that competition would benefit the Government by March 26, 2026, at 4:30 PM Eastern Time to Contracting Officer Michele R. Bartelt at Michele.Bartelt@va.gov. There is no formal solicitation package available, and participation is contingent on providing evidence that challenges the sole-source justification. The contract period runs from April 1, 2021, through March 31, 2022, with four option years, and the Government retains sole discretion in determining whether to compete the requirement. Interested parties should note that this is a time-sensitive opportunity with an extremely tight submission deadline of one business day from the posting date.
