About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center published a Notice of Intent to Sole Source on February 24, 2026, for enterprise digital telepathology maintenance and support services. The VA intends to award a firm-fixed-price Blanket Purchase Agreement (BPA) to Philips North America dba Philips Healthcare for comprehensive maintenance and support of Philips digital telepathology systems deployed across VA Medical Centers nationwide. The government has determined that Philips North America is the only responsible source capable of meeting the agency's minimum requirements due to the proprietary nature of the equipment, OEM-controlled maintenance authority, FDA regulatory requirements, and the need to maintain system integrity for mission-critical clinical pathology operations. This sole-source acquisition is being conducted under the authority of 41 U.S.C. 1901 as implemented by FAR 12.102(b). The contracting office is located in Frederick, Maryland, with Mr. LaShawn Knight serving as the point of contact.

The objective of this procurement is to secure preventive maintenance, corrective maintenance, replacement parts, software updates and upgrades, and end-user technical support for FDA-cleared systems that directly support Veteran patient diagnosis and care across the VA system. The total estimated contract value ranges from $6 million to $7 million over a five-year period, consisting of a one-year base period estimated at $492,000 with four one-year option periods. Interested parties must submit capability statements by February 27, 2026, at 12:00 PM Eastern Time demonstrating the ability to provide OEM-authorized maintenance and support services for Philips digital telepathology systems while maintaining FDA compliance and warranty integrity. Although this is a sole-source procurement not requiring competitive quotations, any interested party believing it can meet government requirements is invited to respond for consideration. Market research has confirmed that no other vendors possess the proprietary data rights, OEM tools, and manufacturer authorization necessary to perform maintenance without compromising system integrity or FDA compliance.
