About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Network Contracting Office (NCO) 21, intends to sole-source a contract for CT Stellant Dual Head Injector Maintenance services at the VA Healthcare System in Honolulu. This procurement seeks maintenance and repair services for complex medical equipment, with the government asserting that only the Original Equipment Manufacturer (OEM) is permitted to perform the required work due to the system's technical complexity. The statutory authority for this non-competitive acquisition is FAR 13.106-1(b)(1)(i) as implemented by FAR 6.302-1, and the contract will be classified under NAICS code 811210 with PSC J065. Interested parties must demonstrate their capability to provide equivalent services by emailing bruce.lundvall@va.gov no later than 15:00 PM PST on August 25, 2025. The government will evaluate responses based on clear and convincing evidence that the responding company can provide the same services by the required date, though the final determination to compete or not remains solely within the government's discretion.

This procurement does not utilize any set-aside designations and is structured as an open market sole-source acquisition. The contract will be awarded as a twelve-month firm fixed-price agreement, though no specific dollar values or budget ranges are disclosed in the notice. The NAICS code carries a size standard threshold of $34 million for other than small businesses. The government emphasizes that this notice is not a request for competitive proposals or quotations, and no formal solicitation will be posted. The procurement timeline indicates a response deadline that has already passed relative to the posting date, suggesting this may be an administrative or system error in the federal contracting database.
