About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 21, issued a Special Notice on December 12, 2025, announcing its intent to award a sole source firm fixed price contract to Omnicell, Inc. for maintenance and repair services of Omnicell pharmacy dispensing equipment. The VA has determined that Omnicell is the sole manufacturer, developer, and exclusive provider of its products and support services in the United States, and the only approved and authorized vendor capable of servicing the Omnicell equipment currently in place at VA Palo Alto Healthcare System (VAPIHCS). The contract falls under NAICS Code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34 million. This notice provides an opportunity for other qualified vendors to demonstrate their capability and authorization to perform these specialized services before the VA makes its final sole source award decision.
Interested contractors must submit documentation demonstrating their capability and authorization to provide Omnicell services by December 16, 2025, at 10:00 AM PST to durell.salaz@va.gov, along with an authorization letter from Omnicell. The underlying Performance Work Statement requires the contractor to deliver 24/7 repair services across multiple PIHCS facilities on Oahu, Maui, Kauai, and the Big Island, with stringent performance objectives including 95% service availability, 95% onsite repair completion rates, and 6-hour emergency response times. Eligible contractors must be authorized by Omnicell to service the equipment and supply original equipment manufacturer (OEM) parts with 90-day warranties, while maintaining detailed repair documentation and quality control programs. Although the VA will evaluate all responses received, the agency retains sole discretion to proceed with the sole source award to Omnicell, and this notice does not constitute a formal request for competitive quotes.
Notice text
The Department of Veterans Affairs, NCO 21, intends to award a sole source firm fixed price contract to Omnicell, Inc., for a base year, because Omnicell is sole manufacturer, developer and exclusive provider of Omnicell products and support services for the Omnicell equipment in the United States; and is the only approved and authorized vendor to service Omnicell equipment in place at VAPIHCS. We believe there are no authorized third parties that can provide scope repair services and OEM parts that can satisfy this requirement. A draft performance work statement is attached. If you believe that your company is capable and authorized to perform these services in accordance with the performance work statement, please provide your information and capability along with an authorization letter from Omnicell by responding to durell.salaz@va.gov no later than December 16, 2025, by 10 A.M. PST. The applicable NAICS Code is 811210 and the size standard is $34 Million. This notice of intent is not a request for competitive quotes. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
