About this opportunity

The Department of Veterans Affairs Medical Center in Boston, Massachusetts has published a Special Notice announcing its intent to award a sole-source contract for Medivator Emergency Preventive Maintenance Service. The notice, published under Federal Acquisition Regulation Part 5.101(a)(2), indicates the VA's intention to award a firm-fixed-price contract to STERIS, the Original Equipment Manufacturer (OEM), for maintenance services on four Medivators located within the JP Endoscopy suite. This sole-source procurement is justified under 10 U.S.C 2304 (C)(1) and FAR 6.302-1(a)(2), as only one responsible source can satisfy the agency's requirements for this specialized medical equipment maintenance. The contracting officer for this procurement is Manases Cabrera, who can be contacted at manases.cabrera@va.gov for questions or responses.

The primary purpose of this Special Notice is to inform the public of the government's intent to proceed with a non-competitive procurement while providing an opportunity for interested parties to demonstrate that competition would be advantageous to the government. Responses to this notice must be submitted by October 10, 2025, at 4:30 PM Eastern Standard Time, and must provide clear and convincing evidence that competitive procurement would benefit the VA. The maintenance work will involve replacing highly specialized parts and filters within the Medivator equipment, to be performed by the OEM with supervision and assistance from the local Healthcare Technology Management team. While this notice allows interested contractors to express their capabilities and interest in the requirement, the final determination to compete or proceed with sole-source procurement remains entirely at the government's discretion. The notice explicitly states that it is not a request for competitive proposals but rather a formal notification of the government's procurement intentions.
