About this opportunity

The Southeast Louisiana Veterans Health Care System, part of the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16, has published a Special Notice announcing its intent to negotiate a sole source contract with Abbott Laboratories Inc. for an Assurance Elite Service Plan for the EnSite XP System. This procurement is being conducted under statutory authority 41 U.S.C. 3304 and FAR Part 6, utilizing simplified acquisition procedures due to Abbott being the only authorized vendor and Original Equipment Manufacturer capable of servicing and maintaining their equipment. The contract will be structured as a firm fixed price arrangement with a one-year base period plus two one-year option periods. The procurement falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a business size standard of $34 million. This notice explicitly states it is not a request for competitive quotes, as only one responsible source can satisfy the agency's requirements.

The purpose of this Special Notice is to inform the contracting community of the government's intent to proceed with a sole source acquisition while providing an opportunity for other firms to demonstrate their capabilities if they believe they can meet the requirements. Any firm that believes it can provide the required services must submit written notification with supporting evidence to Contracting Officer Rachel Babin at rachel.babin@va.gov by 10:00 AM CST on October 15, 2025. No solicitation documents are available, and telephone requests will not be accepted. Contractors must furnish sufficient detail to demonstrate their ability to comply with the service requirements for the EnSite XP System. The government retains sole discretion to determine whether to compete the proposed procurement based on any responses received to this notice. Eligible contractors must meet the small business size standard of $34 million for the electronic and precision equipment repair and maintenance industry category.
