About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 17 seeks installation of a complete CTX surveillance system at the Palestine Community-Based Outpatient Clinic in Palestine, Texas, with proposals due August 31, 2026, at 10:00 AM CDT and technical questions due August 27. The procurement is set aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).
Place of performance is the Palestine CBOC, located at 300 Willow Creek Parkway, Palestine, Texas 75801. The system must use OpenEye Web Services (OWS) technology and include enterprise-grade server platforms (OE-MMX32), NDAA-compliant multisensor and bullet cameras, PoE switches, UPS systems, workstations, displays, cabling infrastructure, and web-based monitoring capabilities. The contractor must provide all labor, materials, equipment, and transportation to deliver a fully functional system meeting VA IT security policies, National Electrical Code, NFPA fire safety codes, and OSHA standards, with NDAA Section 889 compliance required for all hardware. The contractor supplies all internet services and ISP access for OpenEye cloud management; the system is standalone from the VA network. Emergency camera repair response time is 24 to 48 hours. All new cabling must meet Cat6A specifications. The contract structure includes a one-year base period (September 1, 2026–August 31, 2027) plus four one-year option periods through August 31, 2031. The estimated contract ceiling is $19 million. A mandatory site visit occurred August 21, 2026. Contractors must maintain the 50% subcontracting limitation for non-SDVOSB/VOSB firms and comply with service contract labor standards.
