CTX Surveillance System Installation Palestine CBOC
1.Emergency Repair Response Time (SOW Section 6): The SOW states on-site response within “[X hours/business days]” for emergency camera repairs, but the placeholder was never filled in.
What is the required response time? This directly affects staffing and pricing for the emergency repair retainer across all five contract years.
Answer: 24 to 48 hours after notification.
2. VA-Supplied Dome Cameras (SOW Section 4): The equipment list includes seven VA-supplied interior dome cameras to be installed by the contractor. Please confirm the make, model, and specifications of these cameras and when they will be available. This information is needed to confirm compatibility with the OpenEye server and OWS platform and to plan mounting hardware.

3. Network Infrastructure and Connectivity (SOW Section 3.1): Will the VA provide a LAN connection for the server?
Answer: No. OpenEye Web Services requires outbound internet connectivity for cloud management. The VA will not supply any internet services or connections under this contract.
This system is standalone from the VA network and will be fully provided and installed by the contractor. 4. OWS Cloud Connectivity (SOW Section 3.1): OpenEye Web Services requires outbound internet connectivity for cloud management, health monitoring, and remote access. Will the VA provide or authorize the necessary firewall rules and network path, and what is the expected approval timeline? If this requires a VA IT security review, please clarify how that review should be accounted for within the 60-day installation schedule.
Answer: No. OpenEye Web Services requires outbound internet connectivity for cloud management. The VA will not supply any internet services or connections under this contract.

5. Rack Space and Power (SOW Section 4): Will the VA provide dedicated rack space and power for the OE-MMX32 server, switches, and APC UPS, or should the contractor include a rack enclosure in its quote?
Answer: There is adequate space in the IT closet. This should have been confirmed during the site visit.
6. Cable Specification (SOW Section 4): The RFQ references “all associated network and power cabling” but does not specify a cable category. Does the VA require Cat5e, Cat6, or another standard for new cabling installations at this facility?

7. Can you provide a copy of the sign-in sheet?
Answer: No copy of the sign-in sheet will be provided, unless it is needed for proposals.
8. Existing drawings and camera locations (Section B.2, Statement of Work, Sections 3.2(a)– (b), pages 4–5): Please provide current interior floor plans and exterior/site drawings identifying the required camera locations and coverage areas. If drawings are not available, please confirm that final camera locations and cable/conduit routes will be established with the VA during the contractor’s site survey.

9. IT-closet rack capacity (Section B.2, Statement of Work, Sections 4(a), 4(f), and 4(g), pages 4–5): Please confirm how much rack space is required or allocated for the surveillance equipment and how much rack space is currently available in the designated IT closet. Please also confirm whether the contractor must provide any additional rack, shelving, or mounting hardware if the available space is insufficient.
Answer: The IT closet has available space, a site visit was conducted to allow verification of rack space.
10. For context, the site-visit notes identified six exterior camera positions, nine interior camera positions including two multi- sensor cameras, and seven VA-furnished dome cameras.
Answer: This is correct. 7 interior cameras + 2 multi sensor cameras, 4 exterior cameras.
11. Can you please provide floor plan?
Answer: Drawings provided, please see attached.
12. During the on-site visit, it was verbally stated that the Contractor would be responsible for providing and paying for dedicated internet/ISP access for the surveillance system. However, the scope of work does not list commercial internet service provision as a deliverable or line item. Please clarify whether the Government will provide the necessary local network connection/internet drop to the server/PoE switches for cloud connectivity (OWS), or if the Contractor is expected to procure and maintain an ongoing third-party ISP circuit for the life of the contract. If contractor-provided, please clarify where this recurring cost should be captured in the Price/Cost Schedule.

13. Is there an existing floor-to-floor sleeve/chase or riser pathway available for routing cabling between the 1st and 2nd floors? If a new floor penetration/core drill is required, does the Government have a preferred or pre-approved location?
Answer: There is an existing sleeve and will be identified at award.
14. Can the Government provide facility floor plans/drawings indicating the designated mounting locations of the cameras, camera types, monitors and workstations?
Answer: Drawings provided, please see attached.
15. Are there any areas that would require work after standard working hours?
Answer: Most work should be completed during normal working hours, there could be times if the drilling gets loud in patient care areas, we may have to shift areas during the day.
