About this opportunity

The Department of Veterans Affairs Veterans Health Administration, specifically Veterans Integrated Service Network 2, is conducting a Sources Sought Notice for Electrical Distribution System (EDS) Maintenance Services at the Buffalo and Batavia VA Medical Centers. The procurement seeks qualified small businesses, with a focus on Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), and HUBZone enterprises. Key contract requirements include maintenance and inspection of electrical equipment from manufacturers like Niagara Transformer, Eaton, Cooper, McGraw Edison, and Cutler Hammer, with specific performance parameters such as conducting inspections during standard business hours at Buffalo and weekend hours at Batavia. All contractor technicians must be certified by NETA or NICET, trained in NFPA 70E, and possess OSHA training, with a mandatory two-person team requirement when working on energized electrical equipment. The evaluation will assess companies' technical expertise, business classification, and capability to meet the detailed service specifications, with responses due by May 27th, 2025, at 12:00 pm EST.

The opportunity is set aside for small businesses under NAICS code 811310, with a small business size standard of $25 million. Contractors must be registered in SAM.gov, with SDVOSB/VOSB vendors additionally required to be registered in the SBA VetCert Database. The contract structure includes one base year and two provisional option years, suggesting a potential three-year service commitment. While specific award values are not disclosed, the comprehensive maintenance requirements indicate a substantial scope of work covering equipment inspections, emergency callback services, and annual maintenance in February and August for each contract year. Subcontracting is limited, with FAR 52.219-4 restricting subcontracting to 50% of services, and interested businesses must submit a detailed capability statement, company information, and subcontracting plans to demonstrate their qualifications for this electrical distribution maintenance contract.
