About this opportunity

Middleton VA Medical Center in Madison, Wisconsin. The procurement requires contractors to perform a comprehensive SLEP refit including replacement of internal UPS electronics (Mini CSB, Static Switch, Power Modules, Control Board, Interface Board, Power Supplies, and Terminal Blocks), replacement of forty 390-watt batteries, cleaning of contactors, and inspection of system components. Key requirements include providing a one-year service plan with 24/7 corrective maintenance coverage, one year of parts and labor coverage, and guaranteed 8-hour onsite emergency response time, with the equipment required to maintain 95% or greater availability during normal operating hours and comply with industry standards including NEC, NFPA99, UL, OSHA, and applicable federal, state, and local codes. Interested vendors must submit capability statements demonstrating experience with UPS maintenance, repair, or SLEP services, particularly with Eaton or equivalent systems, by March 20, 2026 at 9:00 AM Central Time to Makena.James@VA.gov. This is a Sources Sought Notice for market research purposes only and does not constitute a formal solicitation or guarantee of future contract award.
No set-aside designation has been applied to this procurement. The notice does not identify any incumbent contractors or current service providers for this equipment. The pre-solicitation document does not specify an award value or budget range for the anticipated contract. The specific equipment requiring service is the Eaton 9390 UPS with Serial Number EF364CBB04 located in Room D8207 at the Madison facility. The scope includes a single, one-time SLEP refit service with subsequent one-year maintenance coverage, rather than an ongoing or multi-year service arrangement. This market research phase precedes formal solicitation and allows the VA to assess vendor capability before issuing a full request for proposal.
