About this file
This is a Special Notice announcing the Department of Veterans Affairs' intent to award a sole source contract. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 15 (Tucson Consolidated Mail-Out Pharmacy in Tucson, Arizona) intends to award a firm fixed price contract to Pacific Integrated Handling (PIH) for Modula Vertical Lift Module (VLM) maintenance and telephone support services. The procurement is being conducted on a sole source basis under the authority of FAR 13.501(a) and VAAR 819.7007. The response deadline is November 5, 2026 at 5:00 PM Central Time, with the notice to be archived 60 days after the response date.
The required services include preventative maintenance, unscheduled repair services, emergency support, and manufacturer-authorized remote technical assistance for the Modula VLMs installed at the Tucson facility. PIH is the sole source contractor because the Modula support agreement explicitly requires that only personnel employed or authorized by PIH may service the equipment; use of any other vendor would void the manufacturer's warranty. The contracting office is located at the Department of Veterans Affairs, NCO 15 Contracting Office - CMOP, 3450 S. 4th Street Trafficway, Leavenworth, Kansas 66048-5012. The Product Service Code is J059 (maintenance and repair services), and the NAICS Code is 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance). The point of contact is Contract Specialist Diana Olson at diana.olson@va.gov.

DESCRIPTION
SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT.
THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD.
This Notice is to announce that the Department of Veteran Affairs, Consolidated Mail-Out Phamacy (CMOP) in Tucson, AZ is proposing a firm fixed price contract with Pacific Integrated Handling (PIH) on a sole source basis for Modula Vertical Lift Module Maintenance and telephone support. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) and VAAR 819.7007. The reason justifying this sole source procurement is that PIH is the only company who can provide services for the required preventative maintenance, unscheduled repair services, emergency support, and manufacturer‑authorized remote technical assistance for the Modula Vertical Lift Modules (VLMs) and maintain the manufacturer's warranty. The Modula support agreement explicitly states that equipment warranties may be terminated if the units are serviced, modified, adjusted, or repaired by personnel not employed or authorized by Pacific Integrated Handling, or if unauthorized parts or components are installed. Use of any vendor other than PIH would therefore invalidate existing warranties, Background:
This procurement is for preventative maintenance, unscheduled repair services, emergency support, and manufacturer‑authorized remote technical assistance for the Modula Vertical Lift Modules (VLMs) installed at the Tucson SW CMOP.
