About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 23 is procuring Critical Power Management System and Automatic Transfer Switches maintenance services for the Minneapolis VA Health Care System through a sole source contracting action. The contract will be structured as a Firm Fixed Price agreement with a base period and one optional year. This procurement falls under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) and PSC code J059 (Maintenance/Repair/Rebuild of Electrical and Electronic Equipment Components). The Government intends to award this contract exclusively to ASCO Power Services, Inc., based on proprietary equipment and software characteristics that limit service availability to a single source; however, the agency is accepting capability statements from any responsible sources that believe they can meet the requirements as of December 19, 2025 at 12:00 PM Central Time. Interested vendors must submit responses electronically to Contracting Officer Alisha Milander at Alisha.Milander@va.gov and must include their System for Award Management (SAM) Unique Entity ID, Taxpayer Identification Number, and documentation of authorized distributor or reseller status. The final determination to proceed with the sole source award or open competition remains solely within the Government's discretion.

This procurement carries no set-aside designation and represents a continuation of services with ASCO Power Services, Inc., the incumbent contractor. While no specific award value or budget range is disclosed in the notice, the market research effort identified 1,115 Service-Disabled Veteran-Owned Small Businesses and 1,257 Veteran-Owned Small Businesses in the relevant database, though only ASCO was determined capable of providing the specialized maintenance services required. All prospective offerors must maintain an active registration in the System for Award Management (SAM) at www.sam.gov to be considered. The notice was posted on December 12, 2025, with a response deadline of December 19, 2025, providing interested parties with a seven-day window to submit capability statements. Responses will be retained as market research and evaluated by the Government to determine whether to maintain the sole source award or pursue competitive solicitation.
