About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4, through its Regional Procurement Office East, Network Contracting Office 4, has issued a Special Notice announcing its intent to award a sole-source contract to Cummins Inc. for generator maintenance and load bank testing services. The contract is structured as a firm-fixed-price agreement with five-year options, covering the period from September 25, 2025, to September 24, 2030. The services will support generator load bank testing and maintenance at three VA Medical Centers: Erie, Coatesville, and Altoona. The procurement falls under NAICS code 811310 for Commercial and Industrial Machinery and Equipment Repair and Maintenance, with an SBA size standard of $12.5 million. The VA intends to use the sole-source authority provided under VAAR 819.7007, with a Justification and Approval for Other Than Full and Open Competition to be prepared.

The primary purpose of this Special Notice is to inform the contracting community of the VA's intent to proceed with sole-source procurement while providing an opportunity for interested parties to demonstrate their capabilities and potentially influence the procurement strategy. Interested contractors have until September 19, 2025, at 12:00 PM Eastern Standard Time to submit written responses identifying their interest and capability to meet this requirement. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award consideration. The VA explicitly states this is not a request for competitive quotes but will fully consider all responses from responsible sources when determining whether to issue a competitive solicitation instead of proceeding with the sole-source approach. The government reserves sole discretion in deciding whether to compete the requirement based on received responses and will not be responsible for any costs incurred by parties responding to this notice.
