About this opportunity

The Department of Veterans Affairs, Network Contracting Office 21 within VISN 21, intends to award a sole source contract to Johnson Controls, Inc. for maintenance, support, inspection, testing, monitoring, programming, repair, and related services for the Metasys Building Management System at the Northern California Health Care System. Capability statements are due November 3, 2026. No set-aside applies. Johnson Controls is the proprietary developer and maintainer of Metasys, and Government market research found it to be the only authorized source for the required proprietary software support, system programming, firmware updates, technical services, and manufacturer-certified maintenance. Johnson Controls provided documentation supporting its sole-source position. The Metasys system integrates HVAC, environmental controls, alarms, and energy management functions essential to patient care and facility operations. The Government cites risks of incompatibility with existing equipment, loss of manufacturer support, and disruption to critical building management functions if award goes to another source.

The procurement is conducted under the Only One Responsible Source authority, cited in the notice as RFO 12.201(a) or RFO 6.103-1(b), as applicable. The contract consists of one twelve-month base period and four one-year option periods, with an anticipated start date of February 1, 2027. This notice is not a request for competitive quotations or proposals. Interested parties who believe they can satisfy the requirement may submit capability statements.
