About this file

This is a Notice of Intent to Award a Sole Source Contract from the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 21. The VA Network Contracting Office 21 intends to award a sole source contract to Johnson Controls, Inc. for comprehensive maintenance, support, inspection, testing, monitoring, programming, repair, and related services for the Metasys Building Management System deployed throughout the Northern California Health Care System. The contract will consist of one twelve-month base period followed by four one-year option periods, with an anticipated start date of February 1, 2027.

The sole source justification is based on the proprietary nature of the Metasys Building Management System, which is developed and maintained exclusively by Johnson Controls, Inc. The system manages critical facility operations including HVAC, environmental controls, alarms, and energy management functions essential to patient care and facility operations. According to government market research, Johnson Controls is the only authorized source capable of providing the required proprietary software support, system programming, firmware updates, technical services, and manufacturer-certified maintenance. The procurement is conducted under the authority of FAR 6.103-1(b), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The notice indicates that interested parties who believe they can satisfy the requirement may submit capability statements, though this is not a request for competitive quotations or proposals.
