About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration Veterans Integrated Service Network 23 has published a Special Notice announcing its intent to award a sole-source firm-fixed-price contract to Ziegler Inc for Generator Maintenance & Load Banking Testing Services at the St. Cloud VA Medical Center in Minnesota. The contract will be awarded under the authority of 41 U.S.C. 3304(a)(1), which allows for non-competitive procurement when only one source can satisfy agency requirements. Market research conducted by the VA determined that Ziegler Inc is the only Caterpillar dealer with approved business locations in the specified service territory. The procurement falls under NAICS code 811210 for Commercial and Industrial Machinery and Equipment Repair and Maintenance, with a Product Service Code of J049. This Special Notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) to disseminate information about the proposed contract action.
Contractors interested in this opportunity may submit capability statements demonstrating their ability to provide the required services, including documentation from Caterpillar Inc confirming their authorization to operate in the service territory. All submissions must be emailed to Contracting Officer Evan Beachy at evan.beachy@va.gov by February 7, 2025, with the subject line "Generator Maintenance & Load Banking Testing Services". The VA emphasizes that this is not a competitive quote request, but rather an opportunity for potential contractors to demonstrate their capabilities. Eligible vendors must be authorized Caterpillar dealers within the specified service territory and capable of performing generator maintenance and load banking testing services. The government retains full discretion to determine whether to proceed with the sole-source procurement based on the responses received. Potential contractors should carefully review the requirements and provide comprehensive documentation to support their capability to meet the VA's specific needs.
