About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 is seeking critical water supply maintenance services for the Minneapolis VA Health Care System through a Request for Quotes (RFQ) conducted under FAR Part 12 for commercial products and services. Prospective offerors must be registered in the System for Award Management (SAM) database and be deemed responsible contractors to qualify for consideration. The solicitation emphasizes firm fixed pricing as the contracting mechanism, with the VA anticipating a single award to support water system operations at the facility located at 1 Veterans Dr., Minneapolis, MN 55417. While the government file does not explicitly detail specific evaluation criteria, the RFQ framework indicates that technical capability, pricing competitiveness, and contractor responsibility will be determinative factors in award selection. Critical deadlines include March 3, 2026 at 12:00 PM Central Time for submission of technical questions via email to Cameron Rick at Cameron.rick@va.gov, an optional site visit on February 26, 2026 from 10:00-11:00 AM, and the final quote submission deadline of March 6, 2026 at 12:00 PM Central Time, with quotes required to be emailed to cameron.rick@va.gov.

This procurement carries no set-aside designations and involves no identified incumbent contractor or current contractor information within the available documentation. The applicable NAICS code is 221310 (Water Supply and Irrigation Systems) with a $19 million size standard, suggesting this opportunity is open to small and large businesses meeting the applicable thresholds. The contract is structured as a firm fixed price award with an initial performance period running from March 15, 2026 through March 14, 2027, followed by four optional one-year renewal periods that could extend the total contract duration to five years if exercised. Specific contract line item quantities and units of measure are contained within the attached solicitation documentation but are not detailed in this pre-solicitation notice. The one-year base period and potential multi-year option structure indicate a substantial ongoing maintenance commitment for the Minneapolis VA Health Care System's critical water infrastructure.
