The Department of Veterans Affairs Veterans Integrated Service Network 6, through Network Contracting Office 6, seeks termination and isolation of an 8-inch steam pipeline at the Fayetteville VA Medical Center in East Fayetteville, NC, with proposals due August 31, 2026. The procurement is set aside for Service-Disabled Veteran-Owned Small Businesses.
Place of performance is East Fayetteville, NC. The scope encompasses site preparation with pre-work safety assessments and required permits (AHA, LOTO, confined space permits, and air monitoring reports); line isolation including shutdown of steam supply, draining and venting of residual steam and condensate, installation of isolation valves, and repair or replacement of a leaking 4-inch valve; and line termination involving cutting and removing the steam line segment between Buildings 9 and 10, removing insulation layers, installing a new inverted 2-inch bucket steam trap, and capping line ends. All work must comply with OSHA standards including ASME B31.1 or B31.3, OSHA 1910.261, 1926 Subpart C, 1910.146, and 1910.252. Work shall be performed during normal VA business hours (8:00 AM to 4:30 PM, Monday through Friday, excluding federal holidays) unless otherwise arranged with the Contracting Officer's Representative. The base period of performance runs August 24, 2026 through November 30, 2026. The NAICS code is 237110; PSC is J045. Award will be made to the responsible quoter offering best value based on evaluation of past performance (up to three relevant contracts within the past five years), technical capability, and price.
