About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 is soliciting a Service-Disabled Veteran-Owned Small Business (SDVOSB) contractor to provide preventive maintenance and repair services for reverse osmosis water systems, with proposals due June 15. This is a total SDVOSB set-aside, foreclosing competition outside that pool.
Place of performance is the VA San Diego Healthcare System across six buildings. The contract is firm fixed-price with a base period from July 1, 2026, through June 30, 2027, and four one-year option periods extending through June 30, 2031. The estimated contract value is $41 million. The NAICS code is 221310, Water Supply and Irrigation Systems; the PSC code is J045, Maint/Repair/Rebuild of Equipment—Plumbing, Heating, and Waste Disposal Equipment.
Services include monthly preventative maintenance inspections, emergency repair calls, water quality monitoring per AAMI standards, replacement of filters and membranes, chloramine removal carbon unit exchanges, UV lamp maintenance, quarterly cleaning and disinfection, semi-annual diagnostic testing, and yearly chemical contaminant monitoring. The contractor must maintain water quality standards: 90% or better rejection rates, maximum 600 PPM total dissolved solids in feed water, zero milligrams per liter in patient delivery areas. The prime contractor is subject to a 50% limitation on subcontracting to non-SDVOSB firms. Personnel vetting and credentialing requirements apply under VAAR 852.204-72, and the contractor must obtain PIV cards for facility access. Invoices must be submitted monthly through the Tungsten Network system, broken down by labor, materials, and parts. Amendment One, posted May 28, responds to contractor questions.
