About this opportunity
The Food and Drug Administration seeks removal and replacement of a laboratory vacuum pump system and installation of a new laboratory exhaust system at its Pacific Southwest Laboratory in Irvine, California, with proposals due August 20, 2026. This is a full and open competition with firm-fixed-price pricing.
Attendance at a mandatory site visit on July 22, 2026 at 8:30 a.m. Pacific Time was required; five firms attended (24HRC, Abide International, AI Advance Solutions LLC, Lusardi Construction, and White Mechanical). Questions were due July 27. Amendment 0001, issued July 7, extended the proposal deadline and incorporated government responses to vendor questions and HVAC/plumbing as-built drawings.
Place of performance is 19701 Fairchild Road, Irvine, California. The NAICS code is 236220, Commercial and Institutional Building Construction, with a small business size standard of $45 million. Work must be completed within 222 calendar days after Notice to Proceed, followed by a 12-month workmanship warranty. The scope includes replacement of an end-of-life vacuum system (approximately 23 years old) with N+1 redundancy capacity equal to or exceeding 23.3 SCFM at 25" HGVAC, installation of a Room 2309 exhaust system to address vaporized hydrogen peroxide detection exceeding safe exposure limits, Building Automation System integration, testing and balancing, commissioning, and project closeout.
Construction Wage Determination CA20260024 (effective July 14, 2026) applies. Buy American requirements apply to construction materials. Performance and payment bonds are required within 15 calendar days of award. No advance payments or upfront project funding will be provided; payment is made only for completed, Government-accepted work per milestone schedules and inspection requirements. Contractor personnel working 30 or more days must obtain HSPD-12 PIV cards and undergo Defense Counterintelligence and Security Agency background investigations at no contractor cost, except fingerprinting outside FDA facilities.
Offerors must submit four volumes: technical proposal (30-page limit), past performance (20-page limit), pricing schedule (no page limit), and certifications and representations. Award will be made on best-value tradeoff considering technical approach, project team experience, past performance, and price, with non-price factors combined being significantly more important than price. Offerors must maintain active SAM.gov registration at submission, during evaluation, and before award.
