Update #8 · Latest ·

The purpose of this Amendment is to provide the sign-in sheet from the site visit as requested and to answer questions received. This is Amendment 006. Please be sure to acknowledge each amendment on the Standard Form 1442 (SF-1442) and to sign and return each Standard Form 30 (SF-30).

Q: Who was the electrical company that would be installing power to the park?
A: See Construction Specification CS-42

Q: Easement widths?
A: Utility easement widths are provided on the drawings. Easement width within East Sibley Nature Park is 50 ft.

Q: Boring verses clearing and grubbing?
A: Boring/directional drilling will be allowed in lieu of clearing/grubbing and trenching. Please refer to project specifications

Q: Tree replacement?
A: The question is not clear. Tree replacement in the park shall be in accordance with Construction Specification 6 - Seeding, Sprigging, and Mulching, Section 7.1.b

Q: I was wondering if you could clarify for me what the easement is on this project?
A: Refer to Drawing Sheet 3, Construction Spec 8, and Amendments 2, 3, and 5.

Q: What is your expectation as far as the pipe going in the ground. Do you want it to go in a fairly straight line or do we have some flexibility to "snake" our way around some of the trees and other obstacles that are down there in an effort to disturb less?
A: Deviations from the grades and alignments shown on the plans will be addressed on an individual basis. It is important to note that the horizontal alignment through the park will not be altered due to the establishment of an easement for that portion of the pipeline. Likewise for the portions of pipe that are utilizing utility easements across private property. Vertical grades could be changed but would need to be requested by the contractor prior to installation. For the vertical and horizontal tolerances of the pipeline as indicated on the plans, please reference Construction Specification 405 Horizontal Directional Drilling. The vertical tolerance is +/- 0.5 ft. The horizontal tolerance is +/- 1.0 ft. These tolerances shall apply to the pipeline installation.

Q: Alignment of pipe "can it weave between trees if within easement"?
A: Pipe will be allowed to "weave" so long as the entire pipe remains with the established limits of the easements.

Q: Pea rock quantities are they for the entire line?
A: Pea gravel quantity is for the entire job at the trench width indicated on the project drawings. There are two trench details shown on the revised drawings. The first detail shows pea gravel only being used for bedding and haunching...this is what the pear gravel quantity relates to...not the second detail where pea gravel is shown to be used for initial fill as well.
Pea gravel quantities provided are based on the following details:
- Trench construction for the length of the pipeline
- Trench detail 1 (initial backfill with native soil) (Sheet 24)

Q: Just wondering what the warranty period is for the USDA NRCS Irrigation job up for bid in Bismarck, ND.
A: There is no warranty period defined for the job. There is a warranty requirement for the pump.

All other terms and conditions remain the same.

Update #7 ·

The purpose of this Amendment is to provide the interested vendors list from FBO as of 8/11/17 at 1PM CT, address a question related to payment for materials on hand, and to address a question related to the pump requirement. The response date is not extended. Please note that electronic submissions will be accepted.

Q: If the contractor goes with option 2 will they be able to purchase material this year and be paid for materials on site?
A: No. Payment for pipe remains as specified.

Q: We have not been able to locate the pump that has been specified. Are you aware of any possible sources?
A: The portable pump specified in the contract will most likely be found through suppliers of firefighting equipment. Portable pumps are routinely used in this line of work. There are a number of suppliers including Mercedes Textiles Limited, WaterAx, and National Fire Fighter Corporation. Other suppliers/manufacturers may produce similar pumps that meet the project specifications.

Q: Do we need to bid both bid options?
A: You are not required to bid both options.

All other terms and conditions remain the same.

Update #6 ·

The purpose of this Amendment is to provide property easement information. Please see the attachment to this amendment.

All other terms and conditions remain the same.

Update #5 ·

The purpose of this Amendment is to provide clarifications and answers to questions received. Please review the attachment to Amendment 003.

Note: Amendment 001 provided an option for performance through October, 2018. See Amendment 001 for specifics.

Clarification: Electronic bid submissions will be accepted. You may email to ryan.lorimer@wdc.usda.gov or fax Attn. Ryan Lorimer to 907-761-7790. The due date remains 8/14/2017 at 17:00 CT.

Q1: Is the Invitation Number blank on the Bid Bond form the same as the solicitation number?

A1: YES

Q2: In the specs you provided, in Section 21, Subsidiary Item-Excavation (2), it states "a trench box of 36-inch width is required for the entire route of pipeline installation and the full depth of the trench to minimize the area of disturbance within the work area." My question is, will you allow us to use a larger bucket?

A2: Outside the area of East Sibley Park (0+00 to 14+50), it would be acceptable to utilize a larger bucket (a 54-inch bucket for example). NRCS would be willing to consider use of the larger bucket within the park in areas where additional damage to root systems of mature cottonwoods would not result. All additional material in terms of pipe bedding and thrust blocks resulting from use of a wider trench would be the responsibility of the contractor.

Q3: Is the floating pump launched from the trailer? As is a boat? Is the trailer part of the floating pump skid? What is the maximum distance from the location of the VFD and the position of the floating pump skid?

A3: The pump, trailer, floats, and fish screen are intended to be a single unit. Below is a photo (example only) of this style of pump, both in and out of the water. The pump intake and fish screen are on a crank that brings them up and down, and the wheels for the trailer similarly crank up and down.

The maximum distance from the inlet riser for the permanent below ground pipeline to the top of the bank is listed as 200 feet maximum assuming this type of pump is used where the HDPE pipe is coupled to steel pipe at that point. We anticipate the electric service and VFD will be located within 30 feet of the inlet riser. From the VFD out to the actual pumping unit, then, the total distance should certainly be less than 300 ft (which is the length of temporary electric cable specified).

All other terms and conditions remain the same.

Update #4 ·

The purpose of this Amendment is to address construction access on private land and to include a copy of the interested vendor's list from FBO.gov as of 1:00PM ET on 8/07/2017.

The specifications mention the fact that the pipeline is to be constructed on an existing 10ft wide utility easement. However, access to the site and the land on which the resultant contractor will need to place equipment and materials includes private land not controlled by the NRCS. There are two owners of private land in the affected area. One of the owners has provided a list of conditions to which the contractor must abide. This is provided for your awareness when bidding the project. The NRCS cannot guarantee that these conditions will remain the same. Consequently, bidders are encouraged to submit bids based on the conditions provided in this amendment. Any subsequent change to these conditions by the private landowners that cause an increase in the cost to perform the work called for under this contract will not be paid for by the NRCS. Consequently, the resultant contractor will need to resolve any increased cost between themselves and the private landowners. If the contractor is unable to come to an agreement with the landowner, the contractor should not proceed with the expectation that the NRCS will pay the increased cost, as the NRCS is not obligated to pay any such costs. Performance of any work not approved in advance by the contracting officer will be performed solely at the contractor's risk. Instead, the contractor shall immediately notify the contracting officer so that he or she can provide guidance on how to proceed.

All other terms and conditions remain the same.

Update #3 ·

The purpose of this Amendment 001 is to address questions arising from the site visit held on 7/25/17, detail changes to the solicitation, provide revised drawings and specifications, and to include a copy of the SF-24 Bid Bond form.

An additional amendment is contemplated. Please check FBO for Amendment 002 in the coming days.

All other terms and conditions remain the same.
