About this opportunity
This Special Notice announces the Department of Health and Human Services' intent to award a sole source, firm-fixed price purchase order for irradiator disposal services. The procurement involves two NIH institutes: the National Institute of Allergy and Infectious Diseases (NIAID) and the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), both under the National Institutes of Health. The government intends to negotiate exclusively with C&C Irradiator Service LLC, a small business located at 1717 Pennsylvania Ave, NW Suite 1025, Washington, DC. The solicitation number is 75N98026R00023, posted on March 3, 2026. This notice is published in accordance with Federal Acquisition Regulation requirements and serves as notification of the government's sole source procurement determination rather than as a request for competitive proposals.
The purpose of this procurement is to secure irradiator disposal services under a firm-fixed price contract with a period of performance from May 1, 2026 through September 30, 2026. Interested vendors who believe they can fulfill the government's requirements may submit a written capabilities statement, including past performance documentation, within 15 days of the notice publication (by March 18, 2026) to Evguenia Mathur at jane.mathur@nih.gov to challenge the sole source determination. The government will evaluate such submissions solely to determine whether to conduct the procurement on a competitive basis, though the final decision to compete remains entirely within government discretion. The contract award is expected within 30 days of the notice publication. The NAICS code for this acquisition is 334517 (Irradiation Apparatus Manufacturing) with a small business size standard of 1,200 employees, and no set-aside applies to this procurement.
