About this opportunity
The U.S. Customs and Border Protection (CBP) has issued a Special Notice announcing its intent to award a sole source Firm-Fixed Price contract to Aircraft Performance Group, LLC for software licenses. The contract pertains to the iPreflight Genesis PRO Performance software, which will be utilized by CBP Air and Marine Operations (AMO) pilots and aircrews operating Multi-Enforcement Aircraft (MEA). The software will be integrated into electronic flight bags to assist with critical flight performance calculations, including takeoff, runway analysis, and performance data tracking both online and offline. The notice emphasizes that no other existing applications meet the specific requirements of the MEA aircraft fleet. The anticipated contract period is one year from the award date, with the procurement focused on enhancing pilot operational capabilities and mission safety.
Contractors interested in this opportunity must submit a capabilities statement demonstrating their ability to meet the requirements by June 5, 2025, via email to the Contracting Officer, Caitlin M. Jenkins. The government retains sole discretion in determining whether to compete the proposed action based on submitted responses. While this is a sole source procurement, alternative vendors are invited to prove their qualifications, though the notice explicitly states that Aircraft Performance Group is currently the only provider meeting the specialized needs of CBP's Air and Marine Operations. The software licenses will enable pilots to generate complex aircraft performance calculations within three minutes, including weight, balance, runway analysis, and engine performance metrics. Interested parties must carefully mark any proprietary information in their submissions, and the government will not reimburse vendors for information provided. The notice is informational and does not constitute a formal solicitation, serving primarily to provide transparency about the intended procurement.
