About this file
This document is a Sole Source Determination form for U.S. Customs and Border Protection (CBP) to procure 29 software licenses for iPreflight Genesis PRO Performance from Aircraft Performance Group LLC (APG). The software is specifically designed for CBP Air and Marine Operations (AMO) Multi-Enforcement Aircraft (MEA) aircrews, enabling rapid mission planning by completing complex aircraft weight, balance, runway analysis, and engine performance calculations in under three minutes. APG is identified as the sole source because they are the original equipment manufacturer, and no other electronic applications meet the MEA's specific functionality requirements.
The sole source justification emphasizes the software's critical safety features, including generating custom departure procedures in single-engine performance scenarios and providing up-to-date aircraft performance metrics. The procurement will be conducted above the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT). The price will be determined fair and reasonable through comparison with the Independent Government Cost Estimate (IGCE) and previous purchase rates. The anticipated contract period is one year from the award date, with the primary goal of enhancing pilot operational efficiency and safety during flight missions.

Attachment 2 U.S. Customs and Border Protection
Sole Source Determination For actions above the micro-purchase threshold but not exceeding the SAT
Version 2.0 October 2020
Date: 5/27/25 PR Number: 20151297
1. Nature and/or description of the item/service being procured and anticipated cost:
This requirement is to procure 29 software licenses/application for proprietary electronic takeoff and landing data iPreflight Genesis PRO Performance from Aircraft Performance Group LLC (APG) for use by U.S.
Customs and Border Protection (CBP) Air and Marine Operations (AMO) aircrews. This application will be used specifically for the AMO Multi-Enforcement Aircraft (MEA). The estimated cost is
2. Sole Source Determination Rationale in accordance with FAR 13.106-1(b)(1)(i) and (ii).
(Check one and explain below):
X Only one source reasonably available.
Urgent and compelling circumstances exists.
Exclusive licensing agreement exists.
Brand name. If the brand name requirement applies to a portion of the procurement, please identify that portion.
Industrial Mobilization Other. Explain:
APG, is the original equipment manufacturer (OEM) of Preflight Genesis Pro Performance and is the only application approved for use on the MEA. There are currently no other programs or electronic applications that meet AMO MEA functionality requirements for the specific MEAs weight and drag profiles.
This application will allow AMO MEA pilots to rapidly perform mission planning which currently requires an hour or more to complete manual computations of aircraft weight and balance, runway analysis, and aircraft engine out performance calculations before launching on a flight mission. iPreflight Genesis PRO will complete these tasks in under three minutes and will expand pilots’ ability to determine the suitability of potential airfields in-flight for rapid contingency operational decisions.
This application will also provide necessary safety measures to ensure pilots and aircrew receive the most up-to-date aircraft performance metrics in the event of engine failure after V1. It will generate a custom departure procedure in the event that single-engine performance is not sufficient to clear a known obstacle on a departure procedure.
3. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106-3(a)(2). (Check one and provide short explanation or description of action taken):
Market Research
X Comparison of the proposed price with prices found reasonable on previous purchases.
Current price List.
Comparison with similar items in a related industry.
X Comparison to IGCE.
Contracting Officer’s personal knowledge.
Other. Explain:
The price will be determined fair and reasonable compared to the IGCE. It will also be reviewed against proposed rates from a previous purchase.
