About this opportunity

The Iowa Army National Guard is conducting market research for occupational health medical surveillance examination services to be delivered in clinical settings within a 40-mile radius of their Waterloo, Iowa facility at 2245 West Big Rock Road. The Department of the Army agency is seeking a contractor to provide comprehensive medical exams including vital signs collection, laboratory testing (chromium, lead, cadmium, and zinc protoporphyrin blood level analyses), vision screenings, physical and dermatological examinations, and job functional analysis assessments for approximately 90 federal technicians employed in Field Maintenance and Aviation facilities. All examining providers must be physicians, chiropractors, or mid-level providers with occupational medicine experience, and all clinical laboratory services must be performed by DHHS-licensed laboratories with ASCP-certified personnel. The contractor must maintain medical liability insurance and achieve 98% compliance with Performance Work Statement procedures with an allowable defect rate of 2%. Interested vendors must respond by March 11, 2026, to seth.a.vansteenwyk.civ@army.mil and kelsey.l.letcher.civ@army.mil indicating their interest in submitting a quote and specifying the time needed to prepare one.

This procurement carries no set-aside designation and does not identify any incumbent contractors or specific budget range. The contract period of performance extends from the date of award through May 31, 2026, with services required to be delivered Monday through Friday, 0730-1630 hours, excluding recognized U.S. federal holidays. The primary numerical requirement involves completion of medical surveillance exams for approximately 23 personnel, with the government specifically requesting vendors clarify how many days after award they would need to complete these 23 exams. All documentation, including diagnostic tests, reports, and examination results, must be submitted within 30 days of test completion to Emmanuel Bempah, MSN, RN, the designated Occupational Health Nurse. The pre-solicitation notice was posted on March 2, 2026, with responses due by March 11, 2026, indicating this is currently a market research phase rather than an active solicitation for formal proposals.
