The Department of Agriculture Forest Service is seeking quotes for 50 tons (100,000 lbs.) of 3-string rectangular bales of grass/alfalfa hay (80% grass, 20% alfalfa) to be delivered to the Inyo National Forest in Bishop, California by September 2024. The hay must be well-cured, free of dust, mold, foreign material, and certain undesirable grasses. Bale size should not exceed 3-string rectangular bales, and round bales are not permitted. The hay will be inspected by the Contracting Officer's Representative (COR) at the hay ranch prior to loading. Quotes are due by May 27, 2024 and will be evaluated based on the responsible offeror submitting the lowest priced, technically acceptable offer.

This procurement is set aside for small businesses under NAICS code 111940. The Government reserves the right to reject any or all offers. There are no incumbent contractors identified, and the total value of the contract is for 50 tons of hay. The place of performance is Bishop, CA 93514.

50 Ton (100,000 lbs.) of 3 string rectangle bales of grass/alfalfa hay (80% grass, 20% alfalfa).

Bale size should not exceed 3 string bale rectangle bales. Acceptable varieties of Grass Hay include, Meadow, Blue, Timothy, Orchard, Brome, and alfalfa. Triticale or wheat hay is NOT acceptable. Hay Shall be suitable for feeding to Forest Service mules and horses. Hay shall be well cured. Hay shall be free of dust, mold, foreign material, thistle or Prickly herb, "cheat" grass, foxtails, corn stalk, bearded grain and other awns (spikelet's) or any other weed or grass not considered healthy forage for horses and mules. Hay less than 6” inches in length and re-baled hay is not acceptable. Hay will need to be inspected by COR at the hay ranch prior to being loaded.

Approximate size of 3 string shall be 18 in. W x 18 in. H x 36 in. L. Round bales are not permissible. Bales shall be uniform lengths; ragged bales shall not be accepted. Bales with loose twine or broken bales shall not be accepted.
