About this opportunity
The USDA Animal and Plant Health Inspection Service (APHIS) intends to solicit two Invitrogen EVOS M5000SV Imaging Systems with Stage View and associated accessories on a brand-name basis, with responses due August 10, 2026 at 12:00 PM Eastern and anticipated award August 15, 2026.
This is a single-source procurement under simplified acquisition procedures. Market research identified alternative systems but rejected them: one requires additional security approvals due to AI functionality, and the other lacks advanced imaging features necessary for the government's minimum needs. An existing IDIQ contract contains an older instrument model (AMF5000) with unclear timeline for updates to the newer SV variant, making open market acquisition the preferable path.
Place of performance is USDA NBAF, 1200 Kretschmer Drive, Suite 100, Manhattan, Kansas 66502, with delivery required within 90 days of award.
The National Animal Vaccine and Veterinary Countermeasures Bank (NAVVCB) laboratory requires these systems for routine monitoring of cell lines and documentation of cytopathic effects critical to Foot and Mouth Disease Virus assays, propagation, titration, and virus neutralization studies. All products must be brand-new (not refurbished), exact model numbers with manufacturer documentation confirming specification compliance. The procurement includes Phase Contrast Objective Bundles (4X, 10X, 20X magnifications), 40X Long Working Distance Phase Contrast Objectives, Fluorescence Light Cube Bundles (DAPI, GFP, Texas Red filter cubes), Holder Packs, and two-year expedited instrument replacement service with remote onboarding and installation assistance.
Total estimated value is approximately $90,278. Award will be made using lowest-price-technically-acceptable evaluation under FAR 12.201-1 as a Firm Fixed Price Purchase Order, with evaluation criteria of technical acceptability, price including quantity and prompt payment discounts, and past performance. Responses submit to julia.lackey@usda.gov. NAICS 334516; PSC 6640.
