About this opportunity
The Navy Region Southwest Qualified Recycling Program, operating under the Department of the Navy Naval Facilities Engineering Command, is issuing an Invitation to Bid for the purchase of scrap mixed steel located at Naval Air Station Lemoore in California. The procurement encompasses mixed scrap steel items including pipes, reels, shelving, lockers, angle iron, plate, vehicle parts, hardware, and miscellaneous metal pieces, with historical data indicating approximately 143 gross tons generated annually, though this quantity is not guaranteed. Bidders must meet specific qualifications including current California appliance recycler certification, proof of insurance for all vehicles, and the capability to maintain a minimum of three roll-off containers permanently on site with five to ten additional containers available for temporary use upon request. Award will be determined by the highest percentage bid based on the Fastmarkets American Metal Market Export Yard Buying Price for #1 heavy melt in the Los Angeles area, with bids evaluated on the percentage of this published price rather than absolute dollar amounts. The bid submission deadline is 2:00 P.M. Pacific Time on May 18, 2026, with award announcement scheduled for no later than 2:00 P.M. Pacific Time on May 20, 2026, and contract commencement on May 25, 2026.
This is a competitive solicitation with no set-aside designation, and no current incumbent contractor is identified in the documentation. The contract value is not predetermined but will be determined by the awarded percentage multiplied by the monthly published Fastmarkets AMM high-end price, making the total award value variable based on market conditions and actual tonnage removed. The agreement period is one calendar year from the start date with potential for four one-year renewal options, allowing for a maximum contract duration of five years. All scrap material must be removed from Naval Air Station Lemoore and scrapped within 60 calendar days through melting, shredding, or equivalent methods, and title to the property vests in the purchaser upon removal from the base. The place of performance is Lemoore, California 93245, with bids to be submitted via certified carrier service to the NRSW QRP office in San Diego, and payment due to the U.S. Treasury within 30 days of invoice.
