About this opportunity

The Navy Region Southwest Qualified Recycling Program, operating under the Department of the Navy Naval Facilities Engineering Command, is soliciting bids for the purchase and removal of scrap lead acid batteries from Naval Weapons Station Seal Beach. The solicitation encompasses various battery types including automotive, forklift, airplane, metal encased, and small batteries. Key contract requirements include submission of a current EPA ID number (or that of the processing facility), proof of insurance for all vehicles, compliance with NWS Seal Beach base access requirements, and participation in the Defense Biometric Identification System. The evaluation criteria prioritize the highest bid price per pound, which will remain fixed throughout the entire agreement period and any option years. Critical deadlines include a material inspection period from March 26 through April 9, 2026, a bid submission deadline of April 16, 2026, at 2:00 P.M. Pacific Time (via commercial carrier service only), and a scheduled award date of no later than April 20, 2026.

This solicitation contains no set-aside designations and does not identify any incumbent contractors. The estimated annual volume is approximately 34,000 pounds of scrap lead acid batteries, with pickup occurring at NWS Seal Beach, Det. Fallbrook, and NAVSEA Norco during normal business hours. The initial agreement term is one calendar year beginning May 4, 2026, with four potential one-year renewal options available, allowing for a maximum five-year contract period. The exact award value will depend on the winning bid price per pound multiplied by actual material volumes received. All procurement and removal activities will take place at Naval Weapons Station Seal Beach in Seal Beach, California, with the successful bidder required to scrap materials through melting, shredding, or equivalent destruction within 60 calendar days of removal.
