About this opportunity
The Navy Region Southwest Qualified Recycling Program, operating under the Department of the Navy Naval Facilities Engineering Command, is issuing an invitation to bid for the purchase and removal of recycled fiber and plastic materials from Naval Air Station Fallon in Nevada. The procurement involves three separate lots of recyclable materials: Lot 1 consists of 20 tons (42 bales) of white ledger paper priced per ton; Lot 2 comprises 14,000 pounds (32 bales) of #1 PET non-CRV plastic priced per pound; and Lot 3 includes 3.8 tons (6 bales) of newspaper priced per ton. All materials are sold "as is" for recycling purposes only, with bidders required to conduct thorough inspections prior to submitting their bids. The evaluation criteria awards each lot to the highest bidder, with tie-breaking provisions requiring submission of revised bids within one hour or forfeiture of eligibility. Bids must be submitted by email to cnrsw-qrp-sales@us.navy.mil no later than 12:00 P.M. Pacific Time on March 10, 2026, with successful bidders notified in writing within two business days of bid closure.
This solicitation carries no set-aside designation and identifies no incumbent contractors or current service providers. The contract values are not predetermined but will be determined by competitive bidding, with pricing structures based on per-ton rates for paper materials and per-pound rates for plastics. Successful bidders must complete material removal within 30 business days of award with a minimum 24-hour notice before pickup, with payment due within 30 days from invoice date via bank draft or cashier's check payable to the U.S. Treasury. Late payment penalties escalate from $50 in the first week to $150 in the fourth week after the due date, with permanent removal from the bidders list for non-compliance thereafter. The place of performance is Naval Air Station Fallon located in Fallon, Nevada 89406, though bidders must arrange for commercial scale weighing at their own expense since no scale is available at the facility.
