INVITATION TO BID – RECYCLED FIBER AND PLASTIC MATERIALS

This Invitation to Bid (BID S008-26JA) from Navy Region Southwest Qualified Recycling Program seeks bids for the purchase and removal of three lots of recycled materials from Naval Air Station Fallon: Lot 1 consists of 20 tons (42 bales) of white ledger paper, with pricing quoted per ton; Lot 2 comprises 14,000 pounds (32 bales) of #1 PET non-CRV plastic, with pricing quoted per pound; and Lot 3 includes 3.8 tons (6 bales) of newspaper, with pricing quoted per ton. All materials are sold "as is" for recycling purposes only, and bidders are required to conduct thorough inspections prior to submitting bids. Bids must be submitted via email to cnrsw-qrp-sales@us.navy.mil no later than 12:00 P.M. Pacific Time on 10 March 2026. Each lot will be awarded to the highest bidder; in the event of a tie, bidders must submit revised bids within one hour or forfeit eligibility for that lot.

Successful bidders will be notified in writing within two business days of bid closure, with the award date serving as the start date for material removal. Payment is due 30 days from invoice date via bank draft or cashier's check payable to "U.S. Treasury"; bank drafts are preferred for amounts exceeding $2,500.00. Buyers must remove all material within 30 business days of award with a minimum 24-hour notice before pickup. Material weights and payment shall be based on weights recorded on a customer or commercial scale (no scale available at NAS Fallon; commercial scale use is at buyer's expense). Buyers assume full liability for taxes, must comply with Nevada vehicle regulations, and are required to indemnify the Navy. Late payment penalties escalate from $50 in week one to $150 in week four after the due date; failure to comply after week four results in permanent removal from the bidders list. Contact information for inspections and questions: (775) 427-4417, (775) 666-1351, or (619) 556-9475.

4. The successful bidder will be notified in writing within two (2) business days of bid closure. The award date of a successful bid is the start date for removal purposes. The successful bidder(s) and their respective price(s) will be provided to all buyers who submitted a bid.

5. Invitations to Bid may contain more than one (1) lot number. Each lot will be awarded to the highest bidder. In the event of a tie, tied bidders will be notified and must submit revised bids within one (1) hour. Failure to do so forfeits eligibility for that lot. If a tie remains, NRSW QRP may hold additional rounds or use another award method. NRSW QRP reserves the right to award across lots to the single bidder with the highest cumulative bid.

6. The buyer, f.o.b. origin, must remove material within 30 business days of the award. A minimum of 24 hours’ notice is required before pickup; notify (775) 427-4417 or (775) 666-1351 or cnrsw-qrp-sales@us.navy.mil.

7. The buyer assumes full liability for all taxes applicable to its property, income, and any transactions arising from or in connection with the performance of this agreement. The NRSW QRP will impose an administrative charge per week for late payments, dishonored checks, failure to pick-up awarded material, or failure to return NRSW QRP property (e.g., roll-offs, 4x6 containers, etc.) within the specified time under this agreement.

• Week 1 after due date: $50.00

• Week 2 after due date: $75.00

• Week 3 after due date: $100.00

• Week 4 after due date: $150.00

After week 4, the buyer will be permanently removed from the NRSW QRP bidders list for future spot sale bids and/or may have their Term Sales agreement terminated if they currently hold one.

8. Bidders must thoroughly inspect the materials and understand any quality or condition factors that could affect their bid. Failure to inspect will not be grounds for post-award claims, deductions, or downgrades.

The NRSW QRP will not consider or accept any such deductions or downgrades. To schedule an inspection of material, contact NAS Fallon Recycling at (775) 427-4417 or (775) 666-1351.

9. All vehicles used to remove material, whether owned by the buyer or by the buyer’s agent, must be properly licensed and insured. The buyer shall furnish any insurance and vehicles required by Nevada state regulations upon request by any Navy personnel. It is the sole responsibility of the buyer or their agent to ensure that all vehicles are legally loaded. Prior to pick up, if any vehicle other than the buyer’s company vehicle is used, the buyer must provide the agent’s company name to the NRSW QRP via phone or email.

10. Vehicles used by the buyer or their agent for material removal must be properly configured so that all loads remain within the vehicle’s exterior dimensions. Loads shall be stacked, tied, and otherwise secured to prevent any dislodgement while on government property. It is the buyer’s (or their agent’s) sole responsibility to ensure vehicles are loaded correctly and that containers, flatbeds, or other transport units are clean and free of debris.

11. The buyer shall indemnify, defend, and hold harmless the NRSW QRP, the U.S. Navy, the United States

(including its agencies and instrumentalities), and their officers, agents, and employees from and against any and all claims, liabilities, judgments, suits, losses, damages, costs, and expenses (including reasonable attorneys’ fees) arising out of or in connection with this agreement or any acts or omissions of the buyer or its subcontractors, agents, representatives, or employees.

12. The buyer is cautioned that materials may still contain hazardous substances despite all removal efforts.

The government assumes no liability for property damage, personal injury, disability, or death to the buyer, its employees, agents, or for any claims arising from the purchase, possession, handling, or use of these materials.

13. No modification to this agreement shall be binding unless made in writing and signed by an authorized representative of the NRSW QRP. The NRSW QRP may terminate this agreement, in whole or in part, by written notice if the buyer fails to perform any provision herein.

14. The buyer represents, warrants, and certifies that all purchased property will be completely recycled.

15. Offerors are advised to submit their offers independently without consultation, communication, or agreement with any other offeror, to prevent restriction of competition. Offer rigging is a federal felony criminal offense under section 1 of the Sherman Anti-Trust Act. You are encouraged to report suspected violations to the NRSW QRP. This matter is of greatest importance to this program and your utmost cooperation in ensuring that this program exemplifies maximum free and open competition among offerors is solicited and appreciated.
