About this opportunity

The International Development Finance Corporation, Office of Inspector General, seeks investigative support services on a Labor Hour contract basis, with quotes due August 21, 2026. The procurement is unrestricted (no set-aside), issued as a combined synopsis/solicitation under FAR parts 12 and 13.

Place of performance is Washington, DC. All contractor personnel must possess an active Top Secret security clearance prior to performance; DFC will not sponsor clearances. Personnel must reside in or near the Washington, DC metropolitan area and be capable of reporting to DFC OIG offices within 24 hours without cost to the Government. Most work may be performed remotely, though periodic in-person meetings and short-notice office visits are anticipated.

The estimated annual level of effort is 1,000 hours. The contract structure includes a 12-month base period with two 12-month option periods, potentially extendable for an additional six months. The Government is seeking one investigator and may occasionally require an analyst; vendors must provide separate hourly rates for each labor category. Investigators must have a minimum of 15 years of experience in complex civil or criminal investigations, with white-collar investigative experience preferred. All contractor personnel must be U.S. citizens capable of obtaining Top Secret security clearances.

Vendors may submit up to five candidates for consideration. Travel will be estimated and authorized by the Government upon award; vendors should not include travel costs in pricing proposals. This is a new requirement with no incumbent contractor. The NAICS code is 561611, Investigation and Personal Background Check Services.

Non-price evaluation factors—Technical Approach, Management Approach, Key Personnel, and Past Performance—are of equal importance and when combined are more important than price. A minimum of three past performance references should be submitted with no specific format required.
