About this file

This is Amendment 0002 to Solicitation 77344426Q0120, issued by the U.S. International Development Finance Corporation (DFC) on August 4, 2026. The amendment extends the solicitation deadline from August 18, 2026 to August 21, 2026 at 12:00 PM EDT and corrects administrative errors while clarifying solicitation requirements, applicable clauses, and evaluation criteria. The NAICS code has been revised from 561311 to 561611 (Investigation and Personal Background Services). All other terms and conditions of the solicitation remain unchanged.

The solicitation seeks quotes from qualified contractors to provide personnel in investigative support services. Offerors must submit proposals containing a list of up to five candidates with their relevant experience representing DFC, other government organizations, or large private sector entities, as well as their investigative support services background. Submissions must include a completed Excel spreadsheet detailing labor rates, estimated travel costs if applicable, and total pricing. Evaluation will be based on technical approach, management approach, key personnel, past performance, and price, with technical and past performance weighted as more important than price. Responses must be submitted to inez.leyro@dfc.gov by the deadline specified on the SF1449 form. The contract incorporates FAR clause 52.222-43 regarding fair labor standards and service contract labor standards price adjustments for multiple-year and option contracts.
