About this file
This is a Questions and Answers document for Federal Solicitation 77344426Q0120 for Investigative Support Services issued by the Development Finance Corporation (DFC) Office of Inspector General (OIG).
The requirement is for part-time, as-needed investigative support services with an estimated annual level of effort of 1,000 hours. The Government is seeking one investigator and may occasionally require an analyst; vendors must provide separate hourly rates for each labor category. This is a new requirement with no incumbent contractor. The contract will be awarded on an unrestricted basis (not a small business set-aside) under NAICS code 561611 (Investigation and Personal Background Check Services). The contract structure includes a 12-month base period with two 12-month option periods, potentially extendable for an additional six months. Vendors may propose separate labor rates for investigators and analysts in addition to standard hourly rates, and may submit up to five candidates for consideration. All contractor personnel must possess an active Top Secret security clearance prior to performance; DFC will not sponsor clearances. Personnel must reside in or near the Washington, DC metropolitan area and be capable of reporting to DFC OIG offices within 24 hours without cost to the Government. Most work may be performed remotely, though periodic in-person meetings and short-notice office visits are anticipated. Vendors should not include travel costs in pricing proposals, as travel will be estimated and authorized by the Government upon award. Separate labor rates for investigators and analysts are required. The non-price evaluation factors—Technical Approach, Management Approach, Key Personnel, and Past Performance—are of equal importance and when combined are more important than price. A minimum of three past performance references should be submitted with no specific format required. The quotation submission deadline was extended to Friday, August 21st, 2026.

The SF 1449, Block 10, indicates that this acquisition is Unrestricted. However, FAR 52.212- 5(b)(18) has been checked to incorporate FAR 52.219-6, Notice of Total Small Business Set- Aside. Will the Government please confirm whether this requirement is being solicited on an unrestricted basis or as a total small business set-aside under NAICS 561311, and amend the solicitation to resolve the inconsistency?
There was an amendment issued for this administrative error. This requirement is unrestricted.
The Local Quote Submission Instructions state that "this requirement is being posted on SAM.gov for contractors determined as qualified and currently able to provide personnel in the specified categories." Will the Government clarify whether quotations will be accepted from any responsible source registered in SAM under NAICS 561311, or only from a limited group of contractors previously identified by the Government? Is 561311 the NAICS code that the Government intends to use?
An Amendment will be issued to correct NAICS code

Should quoters propose a single blended fully burdened hourly rate covering all labor performed, or separate hourly rates by labor category? If separate rates are preferred, does the Government wish to receive them as an alternative line item proposal under FAR 52.204- 22?
Separate rates as alternative line item.
The Local Quote Submission Instructions limit quoters to a list of no more than five candidates.
Does the Government intend to award for five positions, or is the five-candidate limit a cap on the number of individuals a quoter may submit for consideration against a smaller number of positions?
This is one position.
For purposes of pricing annual hours, does the Government wish quoters to assume 2,080 hours per full-time equivalent per year, or a productive-hour figure net of Federal holidays and leave? If the Government has a preferred assumption, please state it.

FAR 52.222-41, Service Contract Labor Standards, and FAR 52.222-42, Statement of Equivalent Rates for Federal Hires, have been incorporated at 52.212-5(c)(1) and (2), but no Service Contract Act wage determination is attached to the solicitation. Will the Government provide the applicable wage determination and identify the SCA labor categories that apply to this requirement?
The place of performance may vary based on the contractor's facility or remote work location. Applicable Service Contract Labor Standards requirements and wage determinations will be based on the actual pace of performance.
Given the 12-month base period and two 12-month option periods, will the Government incorporate FAR 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards — Price Adjustment (Multiple Year and Option Contracts), so that option year rates may be adjusted to reflect revisions to the applicable wage determination?

The solicitation incorporates both FAR 52.217-8, Option to Extend Services, and FAR 52.217-9, Option to Extend the Term of the Contract, with a total duration not to exceed 42 months. Should quoters price the potential six-month extension under 52.217-8 separately, or will it be exercised at the rates in effect during the final option period?
If the Government decides to exercise FAR 52.217-8, it will be at the rates of the Final Option year.
PWS 11.1 states that all contractor personnel shall successfully pass the required minimum background investigation prior to performing work, and that proof of an active favorable Public Trust, Secret, or Top Secret clearance may satisfy this requirement subject to Government review.
What is the minimum investigation or clearance level required for personnel to begin performance under this contract?
All personnel must have Top Secret clearance prior to performance under the contract. DFC will not sponsor contractor personnel for clearances.

Is Washington, DC metro area residency a mandatory requirement for all proposed personnel, or a preference? Would the Government consider a highly qualified candidate residing outside the DC metro area if the quoter absorbs all travel costs associated with recurring reporting to DFC headquarters?
Most work under the contract may be performed remotely. However, some work may need to be performed in person at DFC OIG’s office in Washington, DC. This could include periodic meetings. Further, contractor personnel may need to come to DFC OIG’s offices on short notice (i.e., within 24 hours). Thus, contractor personnel must reside in or near the Washington, DC metro area and/or be able to report to DFC OIG’s offices within 24 hours – without cost to DFC OIG.
PWS 7.0 states that work will be performed at the contractor’s facility or remotely with "some occasional on-site work performed at DFC offices," while also requiring personnel to be available to report to DFC headquarters "on a reoccurring basis." What is the Government’s expected frequency of on-site presence at DFC headquarters, and is any minimum number of on-site days per week or per month anticipated?

The Local Quote Submission Instructions request four items — a list of candidates, candidate experience representing DFC or other organizations, candidate experience in Investigative Support Services, and the completed pricing worksheet — while the evaluation factors include Technical Approach and Management Approach. Will the Government confirm whether quoters should submit separate Technical Approach and Management Approach narratives, and identify any page limitations, format requirements or font requirements?
Vendors do not have to submit different narratives.
Past Performance is listed as an evaluation factor and FAR 52.212-1(b)(10) requires past performance information when past performance is evaluated. How many past performance references should be submitted, what recency and relevancy periods will the Government apply, is a specific format required, and will the Government consider past performance of proposed key personnel in addition to that of the quoter?
Quoters should provide recent and relevant past performance information. No specific number of references or format is required.
FAR 52.212-2 lists five evaluation factors and states that technical is more important than price. Will the Government identify the relative order of importance of the four non-price factors
— Technical Approach, Management Approach, Key Personnel and Past Performance — with respect to one another?
The non price evaluation factors are of equeal importance.
Should resumes for proposed candidates be submitted as part of the candidate list required by Local Quote Submission Instruction (a), and is there a page limitation per resume or a required resume format?
Resumes may be submitted for proposed candidates. There is no required resume format or page limitation.
Please confirm the required submission method and any file size or file format limitations for the emailed quotation, whether the completed pricing worksheet should be returned in native Excel format, and whether the Government will acknowledge receipt of quotations.
