About this opportunity
The National Transportation Safety Board (NTSB) Office of the Chief Information Officer has issued a Request for Information (RFI) seeking software solutions to replace their existing System for Analysis of Federal Transportation Investigations (SAFTI) with a Commercial Off-The-Shelf (COTS) Investigative Case Management System (ICMS). The agency requires a Software as a Service (SaaS) solution or one hosted in a FedRamp-authorized environment capable of managing investigative cases across multiple transportation modes including aviation, marine, highway, railroad, pipeline, and hazardous materials. The system must support case management workflows, report development, safety product management, interfaces with six existing NTSB databases, and comply with Section 508 accessibility requirements. Interested parties must submit PDF responses by July 16, 2025, at 4:00 PM ET to bryan.moy@ntsb.gov, with submissions limited to two sections: administrative information about the organization and a 10-page response addressing potential improvements to the Statement of Objectives. This market research effort does not guarantee future procurement and all submissions become government property.
This opportunity has no set-aside designation and is open to all qualified vendors. The current SAFTI system was developed by Deloitte Consulting and is built on Azure VM Server 2019, Azure DevOps CI/CD, ASP.NET Web technologies, and SharePoint infrastructure. The new system will serve approximately 396 total users across seven role types, including 295 investigators, 64 modal administrators, and 19 modal chiefs, with no plans for expansion beyond this user base. The NTSB will require migration of 25 GB of database records and 770 GB of SharePoint files from the legacy system. The agency has indicated they are not planning to procure a system in the current fiscal year, emphasizing this is strictly a market research initiative. The system is intended for internal use only with no public-facing web portal planned.
